Every year, millions of people around the world go missing as a result of conflict, human rights abuses, disasters, organized crime, irregular migration, and other causes. This is a complex global challenge that can be tackled effectively through cross-cutting programs that address a variety of difficult, interconnected issues.

The International Commission on Missing Persons (ICMP) is the only international organization tasked exclusively to work on the issue of missing persons. It works with governments and other stakeholders, including families of the missing, to help them develop and maintain successful missing persons processes. To learn more about ICMP click here.

Project Background

Libya’s missing persons cases stem from the Muammar Gaddafi era, the armed conflict that led to Gaddafi’s fall, the ongoing conflict and disappearances of migrants and refugees. The recent discovery of mass graves in Tarhuna and other locations in Libya increases the need for immediate action to lay the groundwork for effective investigations of missing persons cases and eventual accountability.

Between 2012 and 2014, with support from the U.S. State Department Bureau of Democracy, Human Rights and Labor, the United Kingdom and Denmark, ICMP aided the Libyan government by implementing a training program in forensic archaeology and anthropology, crime-scene management and DNA reference sample collection. ICMP also helped the Libyan authorities establish the Libyan Identification Center.

Currently, evidence that could be used in the future to account for missing persons in line with rule-of-law standards, including prosecuting perpetrators, is at risk due to of scarce resources and capacities, which are spread across Libyan institutions.

Position Background

The purpose of the Program Officer position is to assist ICMP in conducting activities that are part of an assessment exercise regarding Libya.

Under the overall guidance and supervision of the Missing Migrants Program Manager The Program Officer's duties and responsibilities will include, but will not necessarily be limited to, the following:

  1. Conducting desk-based research,
  2. Consolidating inputs from subject-matter experts on thematic areas relevant to the issue of missing persons,
  3. Preparing and organizing technical workshops,
  4. Reporting progress against results in the context of the project,
  5. Other related duties as required.

Requirements

  • Master's Degree in one or more of the following subjects: International Relations, Political science, Sociology, International Law, or similar
  • At least four years of experience in preparing project reports and briefing papers and similar activities
  • Research experience (field or desk based) is an asset

  • Demonstrated understanding of legal, institutional and social issues related to the issue of missing persons, including missing migrants and refugees.

Mandatory Requirements

  • Fluency in Written and Spoken English is essential
  • Fluency in Written and Spoken Arabic is essential
  • Good Knowledge of any other language is an asset
  • Excellent planning and prioritization skills, including the ability to think and operate strategically
  • Excellent ability and disposition to use electronic tools, including office applications
  • Proficiency in Microsoft applications, including Word, Excel and Power Point
  • Proven ability to interact positively with colleagues regardless of culture, nationality or gender
  • Ability to travel at short notice and to work flexible hours including weekends and evenings
  • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner
  • Physical and mental resilience, with the ability to operate effectively in hostile environments
  • Willingness and ability to work and live in hardship conditions with limited infrastructure and personal privacy.

Benefits

This is a temporary 3 months position, with possibility of extension, on LES 6 salary level located in The Hague, The Netherlands.
