JOB CONTEXT :

Handicap International has been present in Afghanistan since the 1980’s, initially in the refugee camps in Pakistan and later in 1996 has established a national program in Afghanistan. Its work initially was centered on anti-mine actions, particularly in the South and West regions, and physical rehabilitation via an orthopedic-fitting and rehabilitation centre in Kandahar. It has since expanded the scope of its work to include support to disabled people’s organisations and the economic and social inclusion of people with disabilities, including landmines and explosive remnants of war’s survivors. In 2015, HI started an emergency intervention in Kunduz, expanding to the North from our traditional focus on the South.

Today, Handicap International Afghanistan works in the Southern (Kandahar), Western (Herat), Northern (Kunduz) and Central (Kabul) regions of Afghanistan, which covers more than half of the people with disabilities in the country. Handicap International in Afghanistan currently operates projects both with partners and directly, these are managed by about 200 national staff in four locations, three bases (Kandahar, Kunduz and Herat) and Kabul main office.

HI has been supporting local stakeholders in the promotion of rights of persons with disabilities including CW/IED survivors. From service delivery and capacity building of local actors, HI is now moving forward in supporting the Government of Afghanistan in building curriculum and training courses to train physiotherapists’ professionals and prosthetists & orthosis professional technicians recognized by international standards.

YOUR MISSION:

The Technical Unit Coordinator is mandated by the Technical Resource Division to implement HI technical policies, methods and approaches at the level of the programme in his/her sectors of professional competency, preferably oriented on Health/Rehabilitation. She or he coordinates provision of technical and methodological support and guidance and develops technical capacities of the staff towards enhanced quality of project implementation in Afghanistan. The Technical Coordinator will be under the line-management of the Country Director and will manage the Technical Team of 4 persons.

Responsibility 1: You ensure that the technical policies, methods and approaches implemented within the programme are adapted to the local context and the programme strategy (10 to 20%). You make sure that our intervention is adequate.

Responsibility 2: You ensure the optimal level of technical quality of the program, overview the positioning in all the sectors that program is involving in, and coordinate with project/field coordinators and technical advisors for technical input and quality assurance in other technical fields of intervention (50%). You provide the adequate expertise and tools.

Responsibility 3: You ensure team management and program team technical competencies development (Skills development of staff with HR department & being a focal point of the technical team). (10-20%) You ensure the team is autonomous and strong on the technical side.

Responsibility 4: You ensure Networking and collaboration (10%) You ensure the team is equipped and our intervention visible.

Responsibility 5: You ensure that the experience of the programme contributes to Handicap International’s knowledge base and professional know-how (10%) You ensure knowledge management to improve the quality and appropriateness of our actions across the Handicap International Federation.

YOUR PROFILE :

CHARACTERISTICS OF THE POSITION :

The position is based in Kabul. The climate in Kabul is continental with hot and dry summers, and cold winters with a high altitude of 1,800 meters. Security is a major concern in Afghanistan with potential for kidnapping, regular terrorist attacks in the cities and severe conflicts in Eastern, Northern and Southern Areas and to a less extent Western areas apart from most provincial and district capitals. Thus, limited recreational and leisure activities are available. Freedom of movement is limited in all bases and expatriates always travel in cars with drivers. At times depending on the security situation, expatriates may be confined to the guest house.

Accommodation is in a secure guest house, close to the office, with other expatriates. Common accommodation with a partner can be arranged if both work for international organizations with matching security regulations. The guesthouse is spacious with independent rooms; however acceptance of collective life is required. There is a cook (except during the weekends) and other staff who do the laundry and cleaning. Western goods can be found in expat supermarkets.

  • Salary from 2757 € gross/month regarding the experience of the candidate

  • Perdiem : 456,37 net/month

  • R&R : Level 3 : 5 days every 6 weeks
