PURPOSE OF THE POSITION

The Nutrition and WASH Specialist is a leader who supports WV Lao PDR’s strategic goal to bring change in the lives of children in Laos, particularly to increase the number of children and mothers that are healthy and well nourished. This role has a strong focus on strengthening WVL’s evidence based Nutrition, Health and WASH and hygiene promotion programming and ensuring that the intervention are in line with WV partnership and humanitarian industry global standards. This position is critical particularly to provide technical support to our COVID 19 response and recovery interventions. In addition, this role also provide technical support to the Area Programmes AND GRANT PROJECTs which are part of the Technical Program (reduce malnutrition and childhood illness) implementation process, training the Area Programmes AND GRANT PROJECTS teams on implementing Technical Programme to ensure that the frontline workers are fully trained to deliver the Technical Programme outcomes. Closely monitor the activities to ensure its quality and effectiveness at the community level. Network with the respective departments at the Province and District level, support the team in drafting concept for Area Programmes and Grant Projects and proposals for fund raising purposes and conduct need based studies to showcase the relevance of the programs. Specific responsibilities include the following:

MAJOR RESPONSIBILITIES:

1. Strengthen Evidence Based Programs:

· Ensure that WVL has sufficient support and understanding of program logic related to WVL strategic objective 1.1: Children and their mothers are healthy and well nourished.

· Lead, coordinate and disseminate Health and Nutrition strategy, program logic (Theory of Change), models and best practices.

· Work with Provincial Managers, coordinators and officers to filter Health and Nutrition intervention related partnership initiatives and contextualize for Laos context. This includes coordination of the collection, documentation and dissemination of World Vision TTC, Nutrition, Health, COVID and WASH and hygiene programming experience and best practice.

· Ensure that program and project designs are aligned with Health and Nutrition strategic priorities.

· Analyze and summarize LEAP AND GRANT PROJECTS reports/report from TPCs; and prepare a report reflecting on lessons learnt and best practice examples.

· Provide annual planning so that "best practices, lessons learned etc." are integrated into technically sound business plans and services are coordinated.

· Promote action learning Programme through regular Sector Working Group meetings and training of others to take leadership of structured reflection.

· Assist in ensuring that the voices of children are heard in WVL’s programming and most vulnerable children are priority of project.

· Develop and contribute to improving Health and Nutrition related Government of Lao national policies

· Provide information and data about Health and Nutrition as requested and ensure that lessons learnt from our implementation are periodically shared within the team and at the district level.

· Ensure that the APs AND GRANT PROJECTS are able to have evidence base for all the programs.

· Periodically attend the review meetings at the APs AND GRANT PROJECTS/Province/NO and share the progress of TP at the respective APs AND GRANT PROJECTs.

· Timely feedback on micro project proposal, Monthly Progress report of APs AND GRANT PROJECTs and ensure the recommendations are followed up.

· Provide Technical inputs and support to Resource acquisition team during project proposal development.

2. Project Management

Support the APs AND GRANT PROJECTs in developing the Annual plan and the LEAP AND GRANT PROJECTS budget template with proper planning and sequencing the activities.

· Develop a mechanism to regularly track on outcomes and outputs level in a National stop light report system. Including the financial utilization of the APs AND GRANT PROJECTS against the activities planned and ensure timely completion of all the activities

· Review the existing monitoring tools during the field visits/ joint field visits to ensure that the programs implemented by the APs AND GRANT PROJECTs are technically APs and Grant Projects appropriate.

· Technically APs and Grant Projects approve and endorse all LEAP AND GRANT PROJECT documents (e.g. health baselines, designs, proposals, evaluations) as per the agreed business process.

· Organize the development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient program delivery, including facilitating behavior change, where necessary.

· Assist donor visits and participate in donor visits when necessary.

· In times of emergency, provide technical support to disaster responses as directed by line management.

· Contribute to advocacy campaigns as directed by line management.

3. Provision of Technical Support to the Technical Project Coordinators and Government Counterparts:

· Build the capacity of APs and Grant Projects of the APs and GRANT PROJECTs staffs and also provide technical support and project model to the counterparts and WVIL staffs(TPCs) to strengthen assessment, design, baseline and end line surveys and implementation of TTC, Nutrition, Health, COVID and WASH and hygiene interventions through trainings, awareness raising, communications, etc. This includes support of monitoring of planned project activities and development of checklists and mechanisms for supervision.

· Develop and deliver curriculum (ToT) training to TPC/Government counterpart staff to enable staff to deliver accountable, evidence based, quality ministry that brings sustained improvements to well-being of children.

· Conduct monitoring support visits to APs AND GRANT PROJECTs implementing TTC, Nutrition, Health, COVID and WASH and hygiene Projects and provide in the field technical consultation as requested, to ensure quality of Nutrition and WASH activities implemented.

· Provide assistance as needed to WVL in the preparation of Detailed Implementation Plans (DIP), budgets, monthly cash flows and Semiannual and Annual Management Reports.

· Enhance the knowledge and skills of the frontline workers and volunteers in the community on maternal and child health nutrition.**

4. Collaboration and Coordination

· Develop dynamic relationships with the Ministry of Health and other relevant institutions at National level; support WVL staff to do the same at Provincial levels.

· Liaise with key non-governmental organizations (NGOs), UN-agencies for shared learning, joint implementation and leveraging similar TTC, Nutrition, Health, COVID and WASH and hygiene interventions.

· Liaise and build strong partnerships with Lao Civil Society Organizations working in the TTC, Nutrition, Health, COVID and WASH and hygiene

· Contribute as an active member to World Vision International's Community of Practice for Health.

· Develop the linkages with the block/district level officials and have working agreements in place to implement our programs in all the APs AND GRANT PROJECTs.

· Identify potential partners to work together and scale up certain initiatives.

· Co-lead/facilitate district/level networks and advocacy campaigns related to the TP

· Formation of consortiums at the Province level with the support of the TPM.

· Position the Organisation by representation in such networks and actively contributing and sharing about our programs.**

KNOWLEDGE, SKILLS AND ABILITIES

  1. Bachelor’s/ Master’s degree (Public Health, Nutrition)

  2. Technical training in Nutrition, Health sector, with focus on child and maternal health preferred. WASH and hygiene promotion programming is strongly desirable.

  3. Practicing medical doctor / nurse can apply too.

  4. At least 2 years’ experience in Public Health or community development with a focus on Maternal and Child Health and Nutrition

  5. Minimum of four years in demonstrated competency in providing management level support

  6. Knowledge of development work, including program logic, theory of change, and community empowerment

  7. Demonstrated knowledge on Maternal and Child Health and Nutrition

  8. Good understanding of Lao Government policies, laws, and institutions and ability to work together with various stakeholders

  9. Ability to identify and plan work strategically and to work to deadlines

  10. Project management knowledge and skills

  11. Excellent oral and written communication skills in English and Lao

  12. Ability to train others, ability to provide technical guidance and support to Zonal/ADP staff

  13. Possess strong organizational, computer, and writing skills

  14. Ability to function efficiently and effectively with little day-to-day supervision

  15. Willingness to travel to the provinces and districts on a frequent basis

  16. Experience supporting health activities in NGO context
