Asmae is a French international solidarity NGO specialized in child development. Independent, non-religious and non-political, it is open to everyone.

Created in 1980 by Sister Emmanuelle following her experience with scavengers in Egypt’s slums, Asmae keeps on respecting its founder’s values and methods: listening and proximity, pragmatism, respect of the differences, professionalism and reciprocity.

Asmae’s action aims to support vulnerable children and their families through providing tailor-made and long lasting support to local stakeholders working on child education and protection.

Its vision, “A fair world which guarantees that children can live and grow with dignity within their environment, to become free women and men who contribute to society”, is broken down into four missions:

· Stimulate child development through a global approach. To do this, Asmae also works on family support by taking their environment into account;

· Build the capacity of local stakeholders involved in child development, boost cooperation amongst them and maximize their social impact;

· Stand up for children by raising awareness and advocating;

· Experiment, disseminate and share practices.

Nowadays Asmae supports education and protection projects through more than 20 local organizations in Burkina-Faso, Egypt, France, Lebanon, Madagascar and Philippines. Furthermore, in France, Asmae also directly manages a mother and child care center.

2. ASMAE IN THE PHILIPPINES:

Asmae has been working in the Philippines since 1989. It is currently supporting program intervention in partnership with local NGO and people’s organization on intervention to contribute to the improvement of children and families in street situations, intervention to promote inclusive and/or disability-sensitive early childhood development and education, and intervention to prevent and eradicate gender-based violence. All these interventions aim to achieve social integration of these marginalized groups of children and youth into our society.

Asmae is also actively participating in different local and national network for, generally, the advancement of rights of every child and advocate, through improved governance, the provision of equitable opportunities for children at risk such as children in the street situations, children with disabilities and other difficult situations of children, to access quality fundamental services that will allow them to thrive fairly in the society. Asmae currently in Metro Manila, specifically in the cities of Manila, Pasay and Las Pinas, in partnership with several NGOs and People’s Organization in the implementation of projects for children and families in street situations, children with disabilities and youth.

3. MISSION:

Under the supervision of the Country Representative, the Technical Advisor for Child Protection is responsible to ensure that the Child Protection component of the projects being implemented by Asmae’s Project Partners are of quality standards and are aligned with Asmae’s intervention framework, as well as with national and global child protection framework. S/he will work closely with Asmae’s Project Partners’s staff such as the Social Workers, Community Facilitators, Street Educators, and other personnel to build their technical capacity in efficiently implementing child protection-related activities, ensure coordination and cohesion of activity implementation within the network of Project partners and with local government and civil society organization network.

As a member of Asmae’s Technical Advisory Team, s/he will work closely work with other Technical Advisors on Governance, Gender and Inclusive Early Childhood Development and Education, and Project Monitoring Officer, to ensure program integration, provide holistic intervention, contribute to broader learning within child protection and initiate the development of an evidence-base documentation of good practices on child protection intervention.

The scope of work and responsibilities of the Technical Advisor for Child Protection are as follows :

1. Country leadership on Child Protection

S/he will :

· Lead in the designing of Asmae Philippines’ Child Protection Program Framework that is based on the organization’s mandate and global direction, as well as with national and international standards

· Participate and contribute learning insights to Asmae’s global meetings and community of practice on Child Protection

· Participate and contribute to the crafting and/or enhancement of existing child protection policy, thematic sheets and other documents pertaining to Child Protection program of the organization

· Collaborate with the Technical Advisory Team in the development of programs-integrated project concept notes and proposal

· Lead in identifying advocacy theme and opportunity within the broad Child Protection issues and thematic interests of Asmae and develop an advocacy plan and strategy

2. Capacity Building Support, Linkaging and Coordination

S/he will :

· Lead in the development of capacity building plan for Asmae’s Project Partners’ Social Worker, Community Facilitators and Street Educators to ensure efficient and effective implementation of Project activities related to Child Protection, as well as those related to Social Protection intervention such school reintegration program of CISS, birth registration program, economic strengthening and other related intervention**

· Support in linkaging Project Partners to other stakeholders, government agencies and Child Protection network **

· Act as Trainer-Specialist for Child Protection in line with Partners’ capacity building plan, especially to those training program related to the strengthening of Local Child Protection Mechanism and Child Abuse Prevention**

· Act as Trainer-Specialist for Child Protection related training program for Youth Agencies of the Partners**

· Conduct regular monitoring and provide significant findings and recommendation to improve project implementation**

· Provide coaching and mentoring to Partners’ staff on project management skills for child protection related intervention**

3. Representation and Advocacy **

· Proactively work with the Technical Advisor for Governance in executing the advocacy plan on Child Protection related theme

· Proactively represent Asmae in different Child Protection network and sub-clusters, such as Child Rights Network’s advocacy group on prevention of online sexual exploitation of children and other networks, and contribute in shaping child protection sector strategies that is inclusive of and responsive to the needs of CISS, children with disabilities and youth

· Support in building a strong leadership of Asmae-led and supported inter-agency coordination forums such as, but not limited to, Network of Duty Bearers, NCSD SC on Street Children, SENMAP

· Support the Country Representative in shaping media priorities and communications by acting as a spokesperson on Child Protection related campaigns

4. Technical collaboration

· Collaborate with the Technical Advisory Team in the development and writing of new project intervention ensuring the integration of Child Protection with strong governance, education, gender and other thematic issues

· Consolidate and write reports, both financial and narrative, for Asmae and donors

· Participate proactively in the Country Team meetings and activities and share inputs for a more efficient and effective Country Management

· Contribute to work initiated by the HO Technical Advisor (working groups, one-on-one sessions, review and documentation across countries, etc.)

1. PROFILE:

a. Education and Experience

· Preferably, with Master’s Degree in Social Work and Social DevelopmentHuman

· Minimum of 5 years of experience in working as a Technical Specialist in Child Protection

· Significant experience in working with the NGO partners and local government in Child Protection programs

· Experience in education / alternative education preferable

b. Professional Skills

· Ability to effectively work in partnership on multiple levels and with multiple stakeholders

· Excellent communication skills including active listening

· Ability to work independently and manage multiple responsibilities

· Fluent in English (oral and written skills)
