Purpose of the Consultancy

To reinforce the Operations Support & Logistics (OSL) Supply team to cope with the increase of workload due to the current COVID-19 emergency operations by providing technical support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will support the planning component of the response.

Background

Since the beginning of 2020, the HQ OSL Supply team has been supporting a major part of the COVID-19 emergency responses of the Division of Emergency Response (WRE). The OSL Supply team provides continuous support to the Regional Offices and WHO Country Offices with delivery of supplies (PPE, laboratory and medical devices).

Work to be performed

The general objective of this consultancy is to provide support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will :

  • Coordinate with Logistic team and/or Procurement team the availability of items prior to making decision to acquire new items.
  • Develop strategies and design innovative solutions, in coordination with Logistic team and/or Procurement team for implementation of the pillar acquisition plan, taking into account different sourcing options, including global contracts, logistics forecasting, inventory holdings, consumption patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements.
  • Plan, develop, review and evaluate internal controls over supply chain activities.
  • Interact regularly with internal stakeholders to review changing priorities and emergencies and establish approaches for adjustments.
  • Develop, review, evaluate and upgrade unit policies and procedures governing the procurement and logistic planning and requisitioning process, Standard Operating Procedures (SOPs), guidelines and instructions governing the supply chain process. Ensure the periodic review and maintenance of same.
  • Undertake research and analysis in order to develop formal recommendations to management with respect to issues involving the COVID-19 response supply chain and make recommendations to improve its efficiency to ensure optimal use of resources and cost-effective logistics support.

Output / deliverable overview

  • WHO/OSL COVID-19 response Procurement and Logistic forecast is established and monitored.
  • Set of OSL Supply unit's SOPs are adjusted and maintained.

Specific requirements

  1. Qualifications required: A master’s degree in Supply chain management, logistics, engineering, or business and administration
  2. Experience required: Minimum 7 years’ experience in Supply planning, demand planning, demand analyses.
  3. Language requirements: Proficiency in English (oral and written) are required.
  4. Skills / Technical skills and knowledge:

  5. Demonstrated knowledge and experience in supply chain management, supply operations, and/or procurement.

  6. Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively.

  7. Excellent analytical and writing skills.

  8. Computer literacy and ability to effectively use office technology equipment and IT tools.

  9. Demonstrated ability to work in multi-cultural, multi-disciplinary environment.

  10. Demonstrated capacity to deliver results in time critical scenarios.
