Purpose of the Consultancy

To reinforce the Operations Support & Logistics (OSL) Supply team to cope with the increase of workload due to the current COVID-19 emergency operations by providing technical support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will ensure that an end to end supply chain monitoring is implemented for items in assigned portfolio.

Background

Since the beginning of 2020, the HQ OSL Supply team has been supporting a major part of the COVID-19 emergency responses of the Division of Emergency Response (WRE). The OSL Supply team provides continuous support to the Regional Offices and WHO Country Offices with delivery of supplies (PPE, laboratory and medical devices).

Work to be performed

The general objective of this consultancy is to provide technical support to the HQ OSL Supply team. Under the supervision of the OSL Supply Team Lead, the consultant will ensure that an end to end supply chain monitoring is implemented for items in assigned portfolio :

  • Ensure the orders link with internal demand, the order chronogram, product availability forecasts (shortages/surpluses), delivery times, budgets and other relevant factors, in conjunction with the line manager.
  • Prioritize the purchasing activities as well as the optimum quality of the good purchased with procurement officer and follow up the administrative purchasing (comply with procedures stated in WHO e-Manual).
  • Ensure the supply administration and database operations are implemented according to the procedures, rules and guidelines.
  • Participating in creating & updating the project orders planning (chronogram) together with the OSL Operations team and the OSL Supply Team Lead.
  • Provide accurate information on the orders monitoring and follow-up on weekly basis to client responsible.
  • Follow up the evolution of national importation regulations, share the information (with coordination) and anticipate the impacts.

Output / deliverable overview

  • An end to end supply chain monitoring implemented and maintained for items in assigned portfolio.
  • A polyvalent and constant technical support to the HQ/OSL Supply team according to the upcoming needs.

Specific requirements

1. Qualifications required: A University’s degree in supply chain management, logistics, engineering, or business and administration.

2. Experience required: Minimum 5 years’ experience in supply chain management, supply operations, logistics management.

3. Language requirements: Proficiency in English (oral and written) are required.

4. Skills / Technical skills and knowledge:

  • Demonstrated knowledge and experience in supply chain management, supply operations, and/or procurement.
  • Demonstrated interpersonal and diplomatic skills, as well as the ability to communicate effectively with all stakeholders and to present ideas clearly and effectively.
  • Excellent analytical and writing skills.
  • Computer literacy and ability to effectively use office technology equipment and IT tools.
  • Demonstrated ability to work in multi-cultural, multi-disciplinary environment.
  • Demonstrated capacity to deliver results in time critical scenarios.
