• Contributes to policy development, including background research, review and analysis of issues and trends, preparation of evaluations or other research activities and studies on NSSS and national social protection development work.
  • Development of analytical research reports and policy briefs and presentations for dissemination among GoB counterparts, and facilitate committee presentations to the CMC M&E Committee.
  • Provides direct M&E plan inputs and advisory inputs to the project; develops and applies the data collection, analysis and reporting tools for the project; drafts progress reports for donors and other stakeholders; revises and supports staff on the drafting of individual related reports.
  • Manages inception design planning of NSSS objectives relating to the delivery of cash transfers via digital mechanisms and in a randomised controlled trial format; organising and leading team in implementation of such pilots; prepares update reports and facilitate presentations during stakeholder presentations.
  • Coordinates partnership consultative and other meetings on relevant project and stakeholder research, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, and facilitation where necessary; directly contributes to development of administrative reporting requirements of project, including regular project update requirements, and end of year reporting (Results Oriented Annual Report), etc.
  • Conduct thorough background research on key project activities related to social protection and NSSS related issues and objectives. 
  • Support programme and project staff in planning and implementing research projects that adhere to UNDP standards.
  • Development of key policy briefs for circulation and presentation to relevant stakeholders, and where applicable to facilitate discussions.
  • Ensure that the project effectively implements the corporate requirements related to the Enhanced Results Based Management (ERBM), including integrated work plan (IWP), unit key results, and Result Oriented Annual Report (ROAR).
  • Collaborate with government agencies, other UN agencies, NGOs, research organizations to monitor CPD and relevant UNDAF indicators, and implement joint M&E activities including surveys and relevant research.
  • Assist project and programme colleagues to apply Results-Based Management tools. 
  • Support the cluster head to ensure that the project monitor and report evidence-based qualitative and quantitative results.
  • Provide contribution in planning and management of pilot initiatives, including through drafting and providing comments of concept notes, proposals, implementation frameworks, and where applicable, Terms of References for support services of individuals and firms.
  • Planning of randomised controlled trial components for pilot researching involving digital delivery methods and / or other cash transfer type schemes, ensuring proper sampling, controls, and design for credible end-pilot results findings. 
  • Direct documentation of pilot processes, including before and after design stages, progress reports, implementation phases, findings, troubleshooting, evaluations, and lessons learned reports.
  • Liaise with relevant stakeholders on joint initiatives where multi-party designers and / or implementors will be present, including on issues relevant to inception planning for national social insurance dialogue events, horizontal expansion of core social protection schemes, and other NSSS related objectives.
  • Provide facilitation services to multi-stakeholder events, including logistical supports, technical presentations, and other formalities that pertain to such events.
  • Support the CO in organizing multi-stakeholder events relevant to the broader CPD agenda of the UNDP Bangladesh CO in areas related to social protection and poverty reduction. 
  • Ensure that project captures proceedings and follow-up of multi-stakeholder engagement events, including recording, review, technical documentation, feedback, and dissemination, and coordinating for follow-up activities.
  • Support organizing trainings for project and stakeholders in advancing project objectives related to national capacity building efforts.   
  • Contribute to the development and adaptation of tools and guidance and training materials on various project related outputs.

  • A first-level university degree (bachelor’s degree or equivalent) in international development, public policy, public administration, social affairs, economics, or a related area is required.
  • A minimum of two years of progressively responsible experience in research and policy development, and project support related activities is required.
  • Experience in the area of monitoring and evaluation, social protection, G2P digital payments is desirable.
  • Experience with results-based management frameworks and in design and implementation of randomised controlled trials is desirable.
  • Experience in the facilitation of policy presentation meetings to government or other relevant stakeholder bodies is desirable.
  • Experience in results reporting is desirable.
  • Fluency in English (both oral and written) is required.
