Welthungerhilfe has been in Liberia since 2003 with a focus on Agriculture/ Inclusive Food Systems, Nutrition, Health System Strengthening and WASH

Duties & Responsibilities:

The Site Supervisor will have the listed below specific responsibilities:

  1. Deputize Civil Engineer when required.

  2. In consultation with the Civil Engineer, Coordinate infrastructure activities with relevant line ministries (MoPW, MoA, MIA etc) at County and community levels

  3. Prepare weekly work plans and submit to the Head of Project for approval

  4. Organize workshops and trainings in the field/at Community level

  5. Promptly respond to all critical site/project issues addressed to him or her.

  6. Attend Departmental meetings when required.

  7. Establish and maintain effective coordination with government officials and other the key stakeholders (including contractor) at the county and at community levels.

  8. File all photos that have been taken in the proper format by site, county, and project.

  9. Ensure that all financial and logistics transactions related to his/her work are done in a transparent manner and reported and documented to Welthungerhilfe standards and rules and regulations.

  10. Ensure that project/organization resources (time, construction material, vehicles, equipment) are used in an appropriate and efficient manner.

  11. Familiarize contractors with Welthungerhilfe work policy and rules and regulations.

  12. Liaise with staff of other departments/projects (finance, logistics Agriculture, WASH, etc.) as well as Public Works, MoH and other key stakeholders for good coordination of project activities.

Proposal Development (P)

  1. Conduct/support rapid infrastructure assessments as directed

Detailed Assessments for Proposed Structures/Interventions (DA)

  1. Support stakeholder consultations at site/community level

  2. Support assessments for horizontal and vertical structures, irrigation project, WASH facilities, communities, markets etc.

  3. Support site selection with other stakeholders and hand over of sites for new construction and rehabilitations to contractors.

  4. File Daily Site Reports and Annexes

Preparation of Tender Documents (PT)

  1. Support the process of tender document preparation where necessary as instructed by the supervisor.

Planning and Design (PD)

  1. Support surveys at sites and gathering of information for design of structures.

Tendering (T)

  1. Conduct bidders in pre-tender site visits

  2. Signing of Pre-tender site visit certificates

Bid Evaluation and Award (BEA)

  1. Support bid evaluation and award processes where necessary as instructed by the Supervisor.

Contracting:

  1. Ensure that contractors and their key staff read and understand all articles and annexes of contract packages and provide proper explanations when needed. roof

  2. Support contractors on the issues of mobilization and work planning activities.

Implementation (I)

  1. Ensure safe and proper storage of materials and equipment.

  2. Arranging security for materials and equipment at sites

  3. Management of materials and human resource at the site level

  4. Supervise and monitor site preparation for construction purposes.

  5. Support recruitment of workers at site level

  6. Ensure adherence to quality control and assurance measures.

  7. Arrange and actively participate in weekly site planning meetings.

  8. Documentation of lessons learnt at the site level.

  9. Management of additional works at site level

  10. Ensure adherence to and implementation of site safety and health regulations.

  11. Preparation of material and personnel lists for all constructions using available templates.

  12. Conducting regular stakeholder meetings at site level

  13. Assist in community stakeholder mobilization.

  14. Supervise and monitor the quality of infrastructure constructions.

  15. Supervise and monitor the rehabilitation and construction of horizontal and vertical structures.

  16. Prepare daily and weekly progress reports for infrastructure activities.

  17. Inspect and approve all materials to be used for infrastructure constructions/rehabilitations.

  18. Ensure adherence to quality standards and quality control measures.

  19. Support in arranging for inspection of completed structures along with the County Technical Personnel such as the MoPW Resident Engineer.

  20. Prepare supervision reports.

  21. Attend coordination meetings at County/community level

  22. Assist in formation and training of User/Beneficiary Maintenance Committees for various kinds of structures constructed/rehabilitated.

  23. Planning and preparing the weekly work plan.

  24. Work with contractors to produce daily construction reports for all construction/rehabilitation works.

  25. Foresee problems, risks and suggest solutions.

  26. Support measurement of works done for purpose of preparing payments.

  27. Delivery of written warnings/instructions to contractors when necessary for correction of works, stoppage of works etc.

  28. Delivery and issuance of written instructions and warning from Infrastructure Sector Lead or Designate to the contractor

  29. Record and report quantities of materials used on site by ensuring correct filling of site diaries.

  30. Working closely with communities for smooth completion of projects

  31. Ensure strict compliance to work schedule, BOQs, specifications, general terms and conditions of contract, construction regulations and standards and report any deviation/breach at site level.

  32. Propose design changes to drawings and structures under construction in a timely manner to the supervisor.

  33. Report needs for additional works to Senior Civil Engineer

  34. Inspecting materials delivered to site and approving them for use.

  35. Enforcing adherence to safety and health regulations on sites

  36. Promptly respond to all critical site/project issues addressed to him or her.

  37. Taking of clear photos with relevant details of construction/rehabilitation activities before, during and after implementation for reporting and other useful purposes

  38. Perform other duties as assigned by the Head of Project.

Handover (HO)

  1. Support in organizing and mobilizing of stakeholders for hand-over of completed constructions/rehabilitations to beneficiaries and government.

  2. Support handing over project sites to selected contractors

Education:

A Bachelor’s Degree in Civil Engineering or related discipline.

A minimum of 5 years of experience in Civil Engineering/Construction works and preferable working with INGO/NGO with specific experience in construction of Irrigation infrastructure, roads, markets, wells, latrines etc)

Language Skills

Excellent command of spoken and written English
