    Organizational Setting and Reporting Relationship

    The position is assigned in the Office of Safeguards (OSFG). You will be based at our Headquarters in Manila, Philippines.

    OSFG was established to implement and monitor ADB's safeguards policy and procedures. It supports ADB management, operational departments, and parties, including borrowers/clients in delivering development solutions in compliance with ADB's safeguards policy. The Office of Safeguards has four teams: (i) Policy and Technical Services, (ii) Regional Operations Services 1, (iii) Regional Operations Services 2, and (iv) Private Sector/Pacific Operations Services.

    You will report to the Director and will supervise junior team members.

    Your Role

    As a Safeguards Specialist, you will help implement ADB's environment and social safeguards policy and requirements with a specific focus on gender. You will provide advice and support to ADB operations on the risks and mitigation measures to address gender-related risks in ADB financed projects and support with the development of ADB staff skills and the capacity of ADB developing member countries and clients.

    You will:

  • Strengthen gender integration in environmental and social safeguards implementation, ensuring understanding of ADB's Gender Policy, and Environmental and Social Framework (ESF), and related processes including poverty and social analysis.
Support the development and updating of gender-responsive safeguards tools, methodologies, and approaches. Contribute to the development of policy guidelines, toolkits, handbooks, and staff instructions on gender-responsive safeguards assessment, implementation and monitoring. Support the monitoring and periodic evaluation of the implementation of gender requirements in safeguards across ADB operations. Contribute to the development of gender-responsive indicators for safeguards monitoring and reporting. Review project documents to assess gender-related risks and impacts, including risk of sexual exploitation, abuse and harassment (SEAH) of project affected people and workers. Provide strategic guidance and help develop gender-responsive and safe partner engagement and the design of measures to avoid risks. Support policy dialogue and country programming on gender and safeguard issues, working with operations teams. Work with the ADB Gender Equality Division to support implementation of Gender Assessment and Action Plans (GAAPs) according to ESF requirements ensuring better integration of gender considerations with safeguards for a cohesive approach. Participate, where needed, in operation support missions to assist project teams to address gender considerations in complex and sensitive projects, and support partner consultations. Review safeguards documents to ensure integration of gender considerations and compliance with ADB policies. Provide operational support in addressing project impacts, grievances and complaints including establishing survivor-centered responses related to SEAH. Help establish institutional mechanisms for responding to SEAH complaints, including case handling protocols. Design training programs on gender integration in safeguards for ADB staff and partner agencies. Develop knowledge products on good practices in gender-responsive safeguards implementation. Foster collaboration between gender and safeguards specialists across the organization and participate in cross-sector and thematic working groups. Represent ADB in external forums on gender and safeguards. Develop partnerships with gender and safeguards specialists in other multilateral development banks and other relevant institutions, including civil society organizations. Mentor and build capacity of reporting staff on gender-responsive safeguards implementation. Oversee the performance of reporting staff, providing clear direction and regular monitoring and feedback. Support the Director and the team, in coordinating gender-related aspects of safeguards work implementation.

Qualifications

You will need:

University degree in gender studies, social sciences, development studies, ; preferably at post-graduate level or its equivalent. At least 6 years of professional experience in gender and social safeguards, including substantial international experience in the Asia-Pacific region. International experience working in several countries. Demonstrated expertise in gender analysis, gender action plan development, and gender-responsive monitoring and evaluation. Knowledge of international best practices in gender-responsive safeguards implementation within the context of development projects, including infrastructure investment. Experience developing gender-sensitive partner engagement strategies. Have a track record in capacity building and training delivery on gender and safeguards. Experience working with multilateral development banks and knowledge of their gender and safeguards policies. Experience communicating complex technical concepts to a variety of audiences.
