JOB CONTEXT:
From February 2022, HI has re-opened a Country Programme in Ukraine to respond to the humanitarian needs triggered by the full-scale invasion of Ukraine by the Russian Federation. In 2026, HI pillars of interventions are:
\u00b7 Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflict-affected vulnerable population.
\u00b7 Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response.
\u00b7 Armed Violence Reduction: Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict, NTS (Non-Technical Survey) activities and Victim Assistance.
\u00b7 Inclusion Humanitarian Assistance: Since 2022, HI has been providing training and awareness-raising sessions for humanitarian workers, community focal points and service providers to ensure that people with disabilities have meaningful access to humanitarian assistance as well as throughout society in Ukraine and are included in decision-making process.
YOUR MISSION:
Under the responsibility of the Rehabilitation Specialist, the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project is optimized. He/she works closely with the project managers and the program\u2019s technical team. He/she is responsible for support and advice of the national rehabilitation officer and the physical therapists so that they properly achieve their technical activities.
Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.
\u00b7 Provides appropriate rehabilitation technical and pedagogical guidance and support to project managers and field staff.
\u00b7 Provides specialized occupational therapy guidance and support to the rehabilitation field staff, particularly in acute trauma and polytrauma cases.
\u00b7 Supports and guides local partners and the team in identifying trauma related cases.
\u00b7 Ensures that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
\u00b7 Adapts project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning.
\u00b7 Contributes to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
\u00b7 If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the Rehabilitation Specialist.
\u00b7 Supports capacity development of national rehabilitation staff through assessments, mentoring, supervising and training, with emphasis on trauma-informed care.
Responsibility 2: Provides technical learning from projects.
\u00b7 Collects the elements necessary for any planned capitalization or scientific documentation exercises.
\u00b7 Provides reports and reflections on training sessions that are implemented, to contribute to technical learning.
\u00b7 Responsible for the technical learning of projects based on lessons learned and good practices in trauma-focused therapy.
\u00b7 Contributes to rehabilitation technical learning under the responsibility of the specialist based on good practice.
\u00b7 Implement recommendations for improving the technical quality of the rehabilitation components of projects.
Responsibility 3: Contributes to the animation of the rehabilitation sector.
\u00b7 Designs and delivers trauma-specific occupational therapy training.
\u00b7 Contributes to the skills upgrading plan for rehabilitation professionals, with focus on acute trauma and polytrauma management.
\u00b7 Assists in coordinating technical professional development and facilitating a community of practice, in collaboration with the technical division. Conducts technical trainings for staff as appropriate.
\u00b7 Contribute to other reports & documentation upon request.
\u00b7 Provides inputs to support the development of the mission\u2019s next operational strategy in collaboration with the rehabilitation specialist.
Responsibility 4: Contributes to ensuring HI's technical in\ufb02uence within its perimeter.
\u00b7 Contributes to the in\ufb02uence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners under the guidance of the rehabilitation specialist.
\u00b7 Contributes to the strengthening of referral pathways into existing rehabilitation services
\u00b7 Relay and contribute to advocacy messages within its scope of work.
CHARACTERISTICS OF THE POSITION:
The security situation in Ukraine remains relatively stable, although air alert is frequently active. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. Most attacks by RF target energy structures, mainly power grids and power plants, resulting in planned or unplanned disruptions of electricity, water, heating and occasionally internet across the country.
HI has 3 hubs, one in the East in Dnipro, one in the North East in Kharkiv, one in the South in Mykolaiv and the coordination office is in Kyiv. HI staff is accommodated in guesthouses or in hotels (during business trips), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach).
Movements between sites can be made by car (HI drivers) or by train, depending on the region and time.
The 4 cities are large Humanitarian hubs, numerous international organizations are located and social life (restaurant, caf\u00e9) is possible under a strict curfew (23:00 to 06:00). Good quality international and local food is available, with several malls and lots of different restaurants at walking distance from the hotels and offices. Communication (phone, mobile data, internet) is working well.
Requirements
YOUR PROFILE:
Degree in Occupational Therapy.At least 3 years of clinical experience and experience in emergency humanitarian settings with experience in acute traumas, polytraumas, and complex injuries rehabilitation.Strong communication style and openness, fostering collaboration and effective teamwork.Experience in the multidisciplinary approach.Strong interpersonal and intercultural skills.Benefits
