Context:

The Migrant Protection and Assistance Division (MPA) of the Department of Migration Management provides protection and assistance to migrants in need, including trafficked persons, smuggled migrants with protection needs, (rejected) asylum seekers, migrants in irregular situations, stranded migrants, unaccompanied and separated migrant children, migrants subjected to violence, exploitation or abuse, and other migrants in vulnerable situations. Within this Division, the Assisted Voluntary Return and Reintegration (AVRR) Unit oversees activities directed at setting up and/or strengthening assisted voluntary return and reintegration frameworks in host countries, countries of transit and origin. This involves the review of the current approaches and practices in place in the field of reintegration assistance and the move towards the adoption of an integrated approach to migrant reintegration addressing the individual, community and structural levels while at the same time taking into consideration cross-cutting issues such as the promotion of migrants’ rights, partnership and cooperation as well as monitoring, evaluation, and data generation and analysis.

Funded by the EU Trust Fund for Africa and the Development Cooperation Instrument, the European Union (EU) and the International Organization for Migration (IOM) have launched several programmes (the “EU-IOM Actions”) addressing migrant protection and sustainable reintegration in Africa and in Asia in 2017 and 2018. In this framework, a Knowledge Management Hub (KMH) was established at IOM HQ in 2017, under the Pilot Action for Voluntary Return and Sustainable, Community-Based Reintegration (the “Pilot Action”), with the main objective to support the implementation of the EU-IOM Actions. The KMH plays a crucial role in the implementation of these initiatives by providing thematic expertise, supporting cross-regional harmonization of information management systems, monitoring and evaluation activities, the development of knowledge management tools, and support return and reintegration-related research.

Under the overall supervision of the Assisted Voluntary Return and Reintegration (AVRR) Head of Unit, the direct supervision of the Pilot Action Project Manager/Knowledge Management and Data Officer (the “Project Manager”), and in close coordination with the Department of Resources Management, RO Brussels and relevant units at Headquarters (HQ) including Administrative Centres (Manila and Panama City), the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources, and administrative functions of the Pilot Action and KMH, and to provide guidance to EU-IOM Actions.

Core Functions / Responsibilities:

  1. Monitor and oversee the financial management of all Pilot Action and KMH activities including oversight of financial expenditure and accountability. In coordination with the Project Manager, undertake financial analysis of all Pilot Action and KMH activities.

  2. Provide technical assistance and guidance to relevant IOM Offices ensuring that IOM rules and procedures are applied consistently while also adhering to the EU funding relevant financial requirements during project development, implementation and reporting.

  3. Prepare EU project financial reports in accordance with IOM and donor regulations and established procedures for the KMH. Consolidate and review project financial reports of the Pilot Action for Voluntary Return and Sustainable, Community-Based Reintegration under which the KMH is funded.

  4. Maintain and further strengthen appropriate internal controls to safeguard the Pilot Action’s assets, control cash, and prevent fraud.

  5. Prepare internal and ad hoc project financial reports and projections. Review monthly accounts of the Pilot Action and KMH component.

  6. Ensure timely financial report completion and payment request submission to the donor.

  7. Oversee the project budget control process and analyses variances between budgeted and actual expenditures based on the donor agreement, advising the Project Manager on needed and possible fund reallocation.

  8. Provide technical support to the Project Manager throughout the cycle to ensure compliance with the general instructions of IOM, namely in the areas of general administration, finance, and human resources.

  9. Ensure costs are correctly allocated to the Pilot Action consistent with IOM’s projectization criteria.

  10. Manage the human resources function and make recommendations on recruitment and personnel administration. Apply internal HR policies, rules, and regulations. Make recommendations on resolving difficult or sensitive cases in coordination with the Project Manager and Head of Unit.

  11. Supervise the proper project records in PRISM.

  12. Supervise the procurement and logistics processes linked to the Pilot Action and KMH component, including contracts with suppliers of goods and services.

  13. Liaise and coordinate with the Office of Legal Affairs (LEG) and Global Procurement Supply Unit (GPSU) as needed for the review and approval of agreements before signature and make sure IOM procedures are followed.

  14. In coordination with relevant colleagues in the field and the IOM Regional Office in Brussels, take stock of challenges and opportunities in the implementation of the Pilot Action with regards to return and reintegration procurement and partnerships.

  15. Provide guidance in coordination with relevant Units/Departments in HQ, Administrative Centres and RO Brussels when a thematic perspective is needed under the Pilot Action and KMH activities (procurement for reintegration assistance, service providers and IPs, cash-based initiatives, etc.).

  16. Undertake duty travels related to training sessions and project funded monitoring visits as required.

  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Public Administration, Business Administration, Commerce or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with minimum seven years of relevant professional experience.

• Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in Financial and Human Resources Management, including accounting, budgeting, internal control assessment and (internal and/or external) audit at the international level;

• Experience with EU funding instruments, financial management and reporting;

• Experience with international institutions coupled with experience with International Public Sector Accounting Standards (IPSAS) and/or International Financial Reporting Standards (IFRS).

Skills

• Sound knowledge of IOM/UN accounting policies, systems, software and procedures is required;

• Excellent written and oral communication skills, including the ability to identify and express clearly key messages, adapting style to the intended audience;

• Strong computer literacy, especially MS Office tools, SAP or other ERP software.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish, and/or Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
