Context:

Under the direct supervision of the Chief of Mission for El Salvador, Guatemala and Honduras, and in close coordination with relevant units in the Regional Office San Jose, Headquarters (HQs) and IOM Liaison Office in Washington and IOM Tokyo, the successful candidate will be responsible and accountable for the coordination, supervision and implementation of project development, reporting, and Monitoring & Evaluation (M&E) activities in the Northern Triangle region.

Core Functions / Responsibilities:

Project Development & Reporting

  1. Draft, edit, and/or review donor reports from projects to support compliance with donor regulations and obligations, and monitor the endorsement process with the Regional Office.

  2. Draft and coordinate the preparation of concept notes and proposals for potential donors and funding opportunities, in coordination with respective units and Regional Project Development Officer.

  3. Provide information for and facilitate the incorporation of cross-cutting themes (i.e. gender, protection, etc.) in project concept notes and proposals in line with IOM, donor, and other key guidelines.

  4. Conduct research to strengthen concept notes and proposals.

  5. Coordinate with Finance staff to prepare budget proposals.

  6. Support the endorsement and activation of projects, in close coordination with Project Managers and pertinent IOM departments.

Monitoring and Evaluation

  1. Facilitate the design, development, implementation and oversight of M&E) tools and activities of relevant projects according to program goals and objectives in close coordination with Regional Monitoring and Evaluation Officer and relevant colleagues in El Salvador, Guatemala, and Honduras.

  2. Monitor data collection, analysis, and reporting, and follow up with project teams.

  3. Provide feedback to project managers based on monitoring of project activities and results, systematizing best practices and lessons learned.

  4. Facilitate regular feedback from beneficiaries, donors, and other stakeholders on activities and services provided through the organization’s support in close coordination with field colleagues.

General Programme Support

  1. Provide and coordinate inputs for information requested by Headquarters, Regional office, other IOM missions and external partners such as donors, UN agencies, implementing partners, etc.

  2. Support Public Information Unit and projects with drafting and editing visibility materials for diverse stakeholders and purposes including information sheets, fact sheets, etc.

  3. Draft inputs for strategic documents for donors and other stakeholders related to resource mobilization efforts, IOM thematic areas, emerging needs, and other areas.

  4. Undertake duty travel as required.

  5. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Social Sciences, Business, Statistics or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience with international humanitarian organizations, non-governmental or

Governmental institutions/organizations in a multi-cultural setting;

• Prior reporting experience on projects funded by USAID a distinct advantage;

• Prior experience with IOM in Project Management and/or Monitoring Evaluation an advantage.

Skills

• Strong knowledge of monitoring and evaluation tools and methodologies;

• Sound knowledge of project implementation and familiarity with administrative and business procedures.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
