JOB CONTEXT :

HI’s Middle East Regional Programme (MEReP) is based in Amman with a regional host country mission (Jordan) and 3 affiliated countries (Egypt, Lebanon and Palestine). The regional component of the mission is composed of a Senior Management Team (Technical, Finance, Logistics, HR) under the management of a Regional Program Director. The program will enter from January 2020 its new 3 – years Strategy (2020 – 2022) with a strong focus on volume stabilization (around 13 Million Euro), ROOTs implementation and NEXUS operationalization.

Since the beginning of January 2020, a specific focus is done on the design and implementation of a regional MEAL unit for the program.

For 2020-2022, HI MEReP intends to sustain the promotion and implementation of inclusive attitudes on protection and access to services in the whole emergency-development cycle to achieve positive changes in the living conditions of the most vulnerable groups in the four countries. This chosen ambition will reinforce HI’s social mission via five main sectors of intervention invested in all affiliated countries: Prevention & Health, Inclusive Education, Economic Inclusion, Physical and Functional Rehabilitation and Armed Violence Reduction (AVR).

YOUR MISSION:

Under the management of the Regional MEAL Manager, and working in direct collaboration with other members of the SMT (Senior Management Team), Country Managers, Operations/Area/Project Managers and MEAL team, the Regional Reporting and Compliance Officer is responsible for providing support to teams on grant management (reporting, compliance with donors proposals, quality), beneficiaries data collection compilations and reporting, guidance on keys contractual documents and policies towards the PCM and information system.

1- Support the reporting process for ongoing projects prepared for various funding agencies or internal in collaboration with the “R” of reporting, the regional managers and MEAL team. (50%)

2- Contribute to the deployment and monitoring of the Safeguarding and others risks mitigation policies among the Project Cycle Management (20%) for the contractual aspects with donors

3- Follow, Compile and disseminate information on proposal implementation and reporting processes (10%).

4- Consolidate and develop tools to enhance internal and external communication between the regional coordination team, country missions and project teams on key events and developments within the programme (15%).

5- Provide support to the regional coordination team in other areas (5%) as required according to specific needs.

YOUR PROFILE :

· You hold a Bachelor degree in social sciences, communication, development/ humanitarian, Languages or management.

· You have minimum 2 year in supporting senior staff in proposal writing, editing, reporting

· You have been working/studying aboard.

· You have experience in donors reporting.

· You have very good knowledge of the Project Cycle Management framework.

· You have a good understanding of development and humanitarian sector.

· You effectively interact with people of different cultures.

· Proficiency in written English, Knowledge of Arabic and French is a plus

· Advance knowledge of Microsoft Office (Excel, Word, Power Point, Access).

CHARACTERISTICS OF THE POSITION :

Despite the different conflicts affecting the overall Middle East regional, the security in Jordan is good. In Amman, despite some sporadic demonstrations the living conditions are excellent with little restrictions. Jordanians are very welcoming and life for foreigners is generally quite comfortable. Expect minimum standards of respect and adaptation to the local culture and traditions. Due to Covid-19 pandemic restrictions are in place in Jordan as in other countries but the number of cases remains at a low level, measures taken by the authorities have proven efficient till now. The post covers the regional programme, which implies regular missions to the different countries where situation can be harsher and therefore under the conditions of security procedures established by HI, that have to be strictly followed. The position is based in the permanent Middle East Regional Programme in Amman (Jordan) covering for Egypt, Jordan, Lebanon, Palestine missions.

Note that a blood test (HIV, Hepatitis, TB) is compulsory and performed locally in order to obtain the residency permit for the expat and his/her relatives (>12 years). Positive tests result in rejection from the country.

· Length of the contract: 12 month (renewable)**

Volunteer:

· Volunteering allowances : 1000€ (net)

· Perdiem allowances : 659.44 €/month (as of May 2020)

· Insurances: health coverage, planning, repatriation, retirement (if senior volunteer).

· Paid holiday : 25 days per year

· R&R : Level 1 : 1 day per month

· Status : position open to unaccompanied and couples

· Housing : Collective or individual taken in charge by HI
