Background:

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. We work in over 60 countries, offering assistance to people based on need, irrespective of origin, religion, creed or political affiliation.

Operational Context

Southern Africa is a region with a long history of migration, which dates back centuries ago. Labour migration was crucial in building the economies of certain states, with economic migrants travelling periodically to work in the mining and agricultural sectors across the region.

Job Purpose and Core Responsibilities

Job Purpose: To support the migration related operations in the region, through direct operational advice and advocacy.

Core Accountabilities

  1. To support the Tshwane and Beitbridge projects with migration expert advice on operational strategies and help both projects to integrate into one regional project.
  2. To support the Tshwane and Beitbridge project with the analysis of project data for both operational and advocacy purposes.
  3. To ensure that the other projects in the region are migrant inclusive and provide on demand advise.
  4. To analyse and disseminate policies and practices in the region related to asylum and migration and identify needs and strategies for intervention, if needed.
  5. To position and represent MSF as a stakeholder in migration in the region and network with CBOs, IOs, National and Inter-National NGOs, Academic institutions, National and Regional authorities.
  6. To ensure dissemination and awareness of migration projects in Southern Africa within the broader MSF movement.

Main Activities

  1. To support the Tshwane and Beitbridge projects with migration expert advice on operational strategies and help both projects to integrate into one regional project.

  2. Respond to ad hoc request for support.

  3. Have a critical look at the operations, ensure that they are adapted to changes needs and contexts. Engage on the package of care.

  4. Ensure the protection of patients and other beneficiaries/clients.

  5. Guide the projects towards an integration regional project.

  6. Support the projects during the ARO, writing of Project Documents and changing in strategies.

  7. To support the Tshwane and Beitbridge project with the analysis of the existing project data for both operational and advocacy purposes.

  8. Encourage operational research in the migrant projects and support the writing of protocol, analysis of data and writing of manuscripts.

  9. Implement the advocacy logframe. Main files: consequences of dysfunctional restrictive asylum policies including deportation policies, access to health care and continuity of care.

  10. Engage in quantitative and qualitative data collection – be a resource for the projects.

  11. ensure that the other projects in the region are migrant inclusive and provide on demand advise.

  12. Support the migrant focal points in Eshowe and Rustenburg.

  13. Ensure that tools and best practices developed in the vertical project are known in the other projects and help them in being migrant sensitive.

  14. Support with training and workshops on migration.

  15. To analyse and disseminate policies and practices in the region related to asylum and migration and identify needs and strategies for intervention, if needed

  16. Follow-up migration discussion in the Parliament – main themes: the changes in the Migration and Refugee Act, the Border Management Bill, the National Health Insurance Bill.

  17. Propose and write submissions if needed. Prepare and present in Parliament if requested.

  18. Engage with think thanks (ISS, ACMS, Freedom house and others) to ensure a good reading of the regional, national and provincial contexts.

  19. Disseminate the information internally, to the projects, to the regional team, with the analysis department.

  20. Support with training/workshops on migration in the region.

  21. Disseminate information via regular calls. Whatsapp group on migration.

Give inputs in the national communication frameworks.

  1. To position and represent MSF as a stakeholder in migration in the region and network with CBOs, IOs, National and Inter-National NGOs, Academic institutions, National and Regional authorities.

  2. Represent MSF at a diversity of platforms: Western Cape Refugee and Migrant Forum, UNHCR advisory working group, UNHCR Protection Working Group, ad hoc groups such at the detention group or others that might be created.

  3. Engage with the SAHRC on detention monitoring, including the police cells.

  4. Engage with media in collaboration with the Field Communication Officer.

  5. Engage with universities on migration, Wits (ACMS, Migrant Health Fora), University of Cape Town (law clinics), Unisa.

  6. Continue to be part of the advisory board on on-going research collaborations.

  7. To ensure dissemination and awareness of migration projects in Southern Africa within the broader MSF movement.

  8. Engage with the Analysis Department.

  9. Be informed of the Migration and Health Circle and dissiminate its information.

  10. Engage in MSF debates on Migration, including in Associative debates when requested.

Requirements

Education

• Degree in Law or Politics, International relations

Experience

  • Extensive (minimum 5 years) field working knowledge/experience with MSF (or equivalent such as ICRC) required
  • Demonstrated interested in and commitment to the humanitarian work and principles of MSF
  • Experience in the region is consider a plus
  • MSF working experience of at least two years in relevant similar jobs is consider a plus

  • Expected starting date: August 2020
  • 12 months fixed-term field contract (with possible extension), based in Tshwane project (close to Johannesburg)
