Context:

Under the direct supervision of Head of Programmes and in coordination with the Regional Thematic Specialists (RTS) in North Africa and departments at Headquarters (HQ), the successful candidate will be responsible for the coordination, implementation and overall supervision of the Country Office’s (CO) protection programming.

Partly funded by the European Union (EU) – IOM Joint Initiative for Migrant Protection and Reintegration, s/he will supervise the work of IOM Morocco’s Migrant Protection Unit, which includes counter trafficking, unaccompanied and separated children (UASC), child protection and support to youth, as well as health and humanitarian response, among others. S/he will ensure synergies among programmes and projects, compliance with administrative and programmatic procedures in coordinating project activities, monitoring financial budgets, and communicating with implementing partners, the United Nations (UN) system, government focal points and Civil Society representatives in Morocco.

Core Functions / Responsibilities:

  1. Supervise country office migrant protection unit including the implementation of technical programming, planning, monitoring the effective implementation and financial expenditures, the preparation of required reports and quality of deliverables and services, and the conduct of monitoring and evaluation activities according to donor commitments and IOM institutional policy, guidance and tools.

  2. Act as focal point for new project development in the thematic area, as well as maintain and work to expand IOM’s current protection portfolio and to establish partnerships with identified protection actors.

  3. Keep updated with policies and strategies related to migrant protection and ensure integrated protection programming, promoting engagement with affected community, local government and other humanitarian and developments actors to define and pilot sustainable solutions for vulnerable groups.

  4. Promote improved awareness/understanding of protection issues faced by populations on the move among IOM staff, local authorities, local and international NGOs, and UN agencies. Ensure the observance of international human rights and humanitarian law standards within IOM programmes while ensuring the integration of crosscutting issue such as gender.

  5. Ensure positive relations and collaborate closely with national and local authorities, the UN agencies, and international organizations, and non-governmental organizations (NGOs), civil society organizations (CSOs), to advocate for remedies and address protection problems facing vulnerable groups, including UASC and victims of trafficking, vulnerable migrants and communities as well as other affected populations, in line with international standards, Sustainable Development Goals, Global Compact for Migration, etc.

  6. Supervise protection teams, conduct staff performance appraisals using the IOM Staff Evaluation System (SES), identify training needs of staff, and develop and deliver various professional in-house training.

  7. Develop quality reports and material related to protection, and deliver trainings to governmental and non-governmental partners on protection topics such as identification of vulnerable groups, protection and referral.

  8. Participate and represent IOM in protection forums and other ad hoc meetings.

  9. Undertake duty travel as required, for project site review and other duties of concern to the project activities.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Disaster Management, International relations, Conflict Management, Human Rights Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience on protection project implementation and solid and effective management experience including project monitoring and reporting;

• Experience on migrants’ protection, specifically on vulnerable migrants, counter trafficking, child protection including UASC, FI & Non-Food Items (NFI) distributions;

• Experience with team management/ supervision;

• Experience in delivering trainings is an advantage.

• Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel, MS Access, Internet Explorer.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
