Context:

Haiti has experienced socio-economic instability, continued violent political protests as well as exposure to natural disasters has resulted in a lack of social service and economic opportunities for the population. This has forced a number of Haitians to seek better opportunities through irregular and sometimes dangerous means increasing their vulnerability to protection concerns.

IOM Haiti aims to reinforce the capacity of the Government of Haiti as well as reduce to the vulnerabilities of the impacted population through the response of the Protection Team.

Under the overall supervision of the Chief of Mission (CoM), and under the direct supervision of the Senior Programme Manager, the successful candidate will act as a team leader for the Protection support team in coordinating and implementing protection activities for both the internally displaced persons (IDPs) and the returning migrant population.

Core Functions / Responsibilities:

  1. Supervise the daily activities of the Protection support team; organize and assist the team in achieving their tasks, provide guidance and training, and ensure compliance to IOM Haiti guidelines, policy and standards.

  2. Facilitate the mainstreaming of protection in IOM regular programmes and crisis response activities (including assistance to returnees).

  3. Assist with collaboration with Disaster Risk Reduction (DRR)/SHELTER/Non-Food Items (NFI) colleagues on coordinated activities and joint programming, including the integration of protection considerations in evacuation shelters and NFI distributions.

  4. Provide technical information to the Government of Haiti (GoH) on protection matters and migrant rights.

  5. Provide technical guidance and training to government counterparts, including the Unite de Construction de Logements et de Batiments Publics (UCLBP), the Ministry of Women (MCFDF), the Ministry of Labor and Social Welfare (MAST), the Direction de fa Protection Civile (DPC), and municipal and law enforcement authorities to facilitate and encourage the integration of protection mechanisms into their programming and deliverables.

  6. In support of IOM's border monitoring network and camp relocation activities, participate in regular field visits to monitor and flag the protection concerns of migrants and displaced individuals, and bring concerns such as exploitation and abuse, sexual and gender-based violence, unaccompanied and separated children, abusive or arbitrary detention and forced relocation to the immediate attention of the supervisor.

  7. Provide technical support to the work of the Comite National de Lutte Contre la Traite des Personnes and the Comite Technique des Frontières.

  8. Assist the Senior Programme Manager in drafting documents and project reports incompliance with donor and IOM institutional requirements.

  9. Act as a IOM Haiti gender and prevention of sexual exploitation and abuse (PSEA) focal point, as required and appropriate.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master's degree in Law, Political Science, International Relations, Social Sciences, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or

• Bachelor or equivalent in the above fields with four years of relevant professional experience.

Experience

• Experience in the field and at national and international level in the area of human rights including operational and field experience, IOM/UN project development and management;

• Experience in emergency and post-crisis environments, community mobilization, humanitarian assistance, human rights;

• Experience in liaising with governmental authorities, other national/international institutions.

Skills

• Demonstrated expertise in the thematic area;

• Strong leadership and coordination management experience;

• Good knowledge of UN, IOM and NGO mandates and programmes in humanitarian responses, IDPs, migration and post conflict construction and development.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Haitian Creole and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
