Program / Department Summary

Mercy Corps has been meeting the needs of conflict-affected communities inside Syria since 2012. Mercy Corps Syria's Country Team is based in Amman that ensures consistent, technical and quality driven programming by Mercy Corps and partners in Syria. Mercy Corps implements a range of activities aimed at supporting positive coping strategies by addressing the basic needs of vulnerable families while strengthening opportunities to generate income and increasing access to livelihoods and promoting social cohesion objectives.

General Position Summary

The Protection and Inclusion Technical Advisor will be a member of the Technical Support Unit, reporting to the Director of Program Support (Strategy, Access and Quality). The PITA will provide technical support for Mercy Corps protection programs in Syria, ensure protection is mainstreamed in all programs, and lead on ensuring programs are inclusive of all marginalized groups. The PITA will contribute to strategy development, project design, guideline and SOP development, and training packages for field teams. The PITA will work at a strategic Whole of Syria level and directly supporting hubs on technical aspects of their work. Success in the role will require travelling to hubs and the ability to design approaches for direct implementation and partner implemented modalities. The PITA will develop and deploy indicators with the Program Performance and Quality (PaQ) team to measure success in protection programs, mainstreaming and inclusion of marginalized populations. This will include adherence to MC Gender Minimum standards and inclusion of people living with disabilities (PLWD). The PITA will be an active networker and have the ability to develop and nurture relationships with other protection actors.

Essential Job Responsibilities

TECHNICAL SUPPORT AND STRATEGY DEVELOPMENT

? Lead on defining the strategic direction for MCs protection working in Syria.

? Provide technical inputs and oversight on the design of protection interventions and mainstreaming within other sectors.

? Develop tools and training to ensure best practice on assessments, program implementation, research, and evaluations.

? Design training packages and a roll-out plan for mainstreaming protection in all MC Syria activities.

? Design indicators and research components on protection and inclusion to build an evidence base for MC's strategic decision making.

? Develop and roll-out indicators to measure and evidence safe, dignified, and inclusive delivery of services for people of different gender, age and special needs.

? Lead on Mercy Corps' global gender minimum standards initiative for the Syria response.

? Maintain a detailed work-plan of technical support and training requirements form field teams.

? Lead on the development of training packages for MC Syria's partnership program.

? Support to the NES Protection Mainstreaming Coordinator in terms of programmatic support and capacity building

PROGRAM DEVELOPMENT & QUALITY

? Provide timely and quality inputs on protection and inclusion for proposals and log-frames in coordination with Program Managers.

? Design and roll-out a WoS protection theory of change, standard indicator list, and indicator definitions.

? Train and coach field teams on designing protection interventions in line with MC Syria's strategy on protection and inclusion.

? Identify funding opportunities for new protection and integrated programs.

? Lead on the design of concept notes for protection interventions in coordination with respective hub focal points

? Analyze, consolidate, and communicate program and MEL data on protection and inclusion to ensure learning.

? Ensure adherence to protection and inclusion global and Syria best practice in all project design and implementation.

? Lead MC Syria's disability mainstreaming initiative, including training and appropriate disaggregated data.

? Review inputs from Program Managers for reports.

REPRESENTATION AND COORDINATION

? Proactively network among protection and inclusion actors, including UN agencies, NGOs, and coordination structures.

? Develop and document a network of national protection and inclusion actors as potential partners for MC's working in Syria, with focus on the contextual differences between the hubs

? Represent MC at protection clusters and sub-clusters at WoS level and send read-out of key points internally.

? Lead on policy development and revision on protection and inclusion.

Knowledge and Experience

? Masters in international development, social work, women's studies, gender or a comparable area of study.

? Five years of experience in protection in international settings.

? Experience working with displaced populations in complex contexts.

? Extensive experience in training and coaching on protection and inclusion.

? Extensive experience in networking and humanitarian coordination.

? Experience working on protection in the Middle or comparable complex emergencies.

? Detailed understanding of protection mainstreaming, humanitarian principles, rights-based approaches, and international standards on protection and inclusion.

? Experience achievement protection outcomes through both direct and partnership approaches.

? Deep understanding of capacity building strategies for staff and partners, including providing training and coaching on protection minimum standards.

? Thorough understanding of protection best practices and methodologies available.

? Strong influencing and advocacy skills for internal and external audiences.

? Strategic and organized, with the ability to adapt as the context and priorities change.

? Ability to work under pressure and to tight deadlines.

? Strong writing skills, including experience writing proposals and donor reports.

? Data analysis and presentation skills.

? Strong communication and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, accounting for cultural and language differences.

? Fluency in written and spoken English.

Living Conditions / Environmental Conditions

The position is based in Amman, Jordan and it requires up to 40% travel within the region. Housing is in individual accommodation with unlimited freedom of movement beyond the house/office. This is an unaccompanied post. Staff have easy access to services – medical, electricity, water, etc

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
