Job Purpose

We are looking for hiring a Protection Technical Advisor to oversee protection projects that are implemented in the North of Syria. The position will be based in MWL’s Gaziantep office and will include remote management of a team in Syria on the ground.

The Protection Technical Advisor directly reports to the Education & Protection Programme Coordinator (PC) and is under the overall supervision of Head of Programmes. The Protection Technical Advisor is expected to coordinate closely with protection project managers within MWL, program team including Food Security and Livelihoods, as well as supporting departments such as Procurement, Finance, HR, and M&E.

Key Responsibilities

1. Project activities Implementation

  • To organize and implement the protection projects' activities (CP - GBV - GP - Mine Action) implemented in northern Syria including the supervision of case management activities in the project. This includes all phases of the project cycle, from planning project activities, monitoring progress, as well as timely achievement of the project’s milestones and reporting on project results.
  • To train and develop the protection project staff;
  • To manage the activities in line with MWL’s projects, Syria strategy, and sectorial guidelines;
  • To develop and maintain a database of project outputs, activity tracking, training evaluation and achieved results to provide information for both internal and external reporting;
  • To plan relevant activities and related BoQs/procurement (according to MWL’s SOPs), coordinate with the field team for feedback and planning, supervise and monitor the activities and report on the outputs and implementation details.
  • To calculate regular cash needs related to coordination/capacity-building activities. Ensure any needs are coordinated with the PC on a regular basis/as requested.
  • To supervise field teams to ensure progress against plans, timely reporting of outputs, challenges, liaison with local partners and communities. Ensure that main programmatic decisions and plans are being communicated to the field teams in a timely manner.
  • To oversee timely preparation of relevant program documentation for approval from Gaziantep program and finance teams, including payment planning documents, beneficiary signature lists, Payment Approval Forms, etc.
  • To review and approve key project documentation.
  • To strive for continuous improvement of quality of the implemented program by collecting, strengthening, and sharing know-how and good practice internally.
  • Through close monitoring of the context, developing approaches and activities, to ensure the promotion of the “Do No Harm” principles.

2. Human Resource Management

  • To provide day-to-day support, coordination, and mentoring to field teams.
  • To manage the team, allocate tasks, monitor the completion, mentor, and support their development (relevant skills and knowledge).

3. Coordination

  • To supervise the procedures for protection mainstreaming and gender mainstreaming in all of the organization's projects (protection and non-protection) and training all the organization's teams on them
  • To contribute to the planning of, and participate in, regular planning and activity status meetings with the field team and Gaziantep based assistants (in cooperation with line managers).
  • To coordinate with all other MWL Programme and M&E department on assessments, analysis, procedures, and implementation;

4. Grant Development / Reporting

  • To ensure timely reporting from the field, check reporting from field level for quality, accuracy, and consistency with internal and donor reporting requirements, and provide feedback to field teams for improvements as necessary.
  • In cooperation with line managers, to ensure that expected project results, outputs, and outcomes under these positions’ authority are monitored and met within the project timeframes.
  • To coordinate with the field team for accurate data collection, compile and develop reports/ reporting inputs for key donors related to the activities under this position’s authority, as described within this ToR.
  • To summarize and share weekly updates regarding the activities allocated with the management.
  • To cooperate and support any other tasks related to coordination and capacity building as requested.
  • To provide input for grant/donor and program milestone and reports to Programmes
  • To establish and implement an internal reporting system.
  • To update the monthly situation reports and Grant performance Tracker.

5. Other

  • To substitute relevant colleagues (fully or partially) during their absence when assigned by the employee’s Line Manager.

Qualification (Education/Work Experience/Languages)

Essential:

  • Bachelor's degree in Social and Human Sciences, or any related field.
  • 4 years at least of work experience including 3 years in Protection especially General protection, disability inclusion, CP, and GBV.
  • Experience of project management/coordination in establishing and managing protection projects, including monitoring, evaluation, administration, finance, and logistics, in complex and challenging environments.
  • Experience in case management supervision, Case Emergency fund, or individual protection assistance (IPA).
  • Experience in Protection mainstreaming and Gender mainstreaming
  • Fluency in the Arabic Language (4 skills: Listening – Speaking – Reading – Writing).
  • Fluency in the English Language (4 skills: Listening – Speaking – Reading – Writing).

Desirable:

  • Master degree in Social and Human Sciences, or any related field.
  • 6 years at least of work experience including 4 years in Protection especially General protection, disability inclusion, CP, and GBV and 2 years of supervision experience
