Project Summary:

The purpose of Nicaragua Youth and Communities Secure, Empowered and Resilient (NYCSER) is to empower youth and their communities to acquire the knowledge, skills, and resources needed to become resilient and better equipped to advocate for their own best interests and security in the current national context of social and political instability and discrimination, including by actively participating in their communities' and nation's decision-making.

Position Summary:

The Project Security Manager's (PSM) overall mission is to proactively engage in protecting the project's greatest assets, its people,as well as the assets entrusted to Creative by its clients through constant analysis of threats and effective implementation of risk mitigation strategies. S/he has the delegated responsibility for the day-to-day management and coordination of operational field security activities, risk mitigation analysis and protocols, provides continuous security and contextual information to the team and ensures compliance with corporate security policies.

Reporting and Supervision:

The PSM will report to the Chief of Party (COP) with dotted line reporting to the HQ LAC Regional Security and Operations Manager (RSOM).

Primary Responsibilities:

  • Work with the LAC RSOM to develop, manage, and implement the project's security platform, plans and policies including detailed security procedures that comply with Creative Security policies. This will include emergency response drills and communication and journey management procedures for the project;
  • Provide security, safety and risk mitigation advice and recommendations in collaboration with the RSOM, Regional Program Manager, Deputy Chief of Party (DCOP), and Chief of Party (COP);
  • Ensure project staff complies with project security procedures outlined in the project's Security Plan;
  • Carry out security assessments of offices, compounds, vehicles, and expatriate housing and make recommendations for required security upgrades, as required;
  • Ensure that appropriate risk mitigation measures are taken by the project to respond to the threats or changes in threats faced by the project. This is to include physical protection measures, safe working routines, movement restrictions, protection equipment and security staff provision, as required;
  • Oversee movement control and coordination for the project, including driver and vehicle deployment and staff whereabouts;
  • Report security incidents, violations and recommended corrective actions, as appropriate, to the COP and RSOM;
  • Ensure all project employees, consultants, partners, and short-term visitors from HQ working in Creative offices and traveling in Creative vehicles receive appropriate security orientations and briefings;
  • Manage project drivers to ensure quality control and that drivers are adhering to Drives Orders;
  • Manage the Global SecBase platform for sharing of information, communication with and tracking of staff;
  • Monitor and conduct regular check-in calls and communications tests with drivers and field personnel traveling outside of the main cities and or during any critical security incident;
  • Work with the RSOM to develop and maintain the project's Security, Crisis Response Plan and Information Security Plans to ensure they are always up-to-date and distributed and followed by project staff;
  • Constantly assess the operating environment by maintaining strong relationships with other implementing partners, local authorities and law enforcement bodies, other similar organizations and local beneficiaries to understand the nuances and shifts required to enable effective and safe implementation;
  • Analyze this information and provide to project management, including how it could impact implementation and recommended mitigation strategies;
  • Maintain strong relationships based on trust and respect with project staff, partners and beneficiaries, acting as a true "business partner" to help the project achieve its goals and objectives;
  • Provide training in security-related procedures and protocols to project staff, grantees and beneficiaries; and
  • Be able to assist with out-of-hours emergency response for the project staff and partners, if needed.

    Required Skills and Qualifications:

  • Bachelor's Degree in a related field is required;

  • At least six (6) years of general work experience with at least four (4) years of security management and/or risk mitigation experience in the context of international development or in the context of providing security to a large team;

  • Field-based security and crisis management experience;

  • Experience implementing security policies, procedures, and protocols;

  • Previous experience with United States Agency for International Development (USAID) funded projects preferred;

  • Demonstrated ability to work well in teams and in a collaborative environment;

  • Excellent organizational skills, detail-oriented, multi-tasker, and flexible work style;

  • Strong written and oral communication skills;

  • Competent in MS software, including Outlook, Excel, Word, and SharePoint;

  • Demonstrated ability to handle confidential and/or sensitive information;

  • Strong ability to understand the project's goals and objectives and earn the trust and respect of colleagues to enable safe project implementation;

  • Appreciation of and ability to work effectively in diverse work environments; and

  • Fluency in Spanish is required; fluency in English is preferred.
