To better align the office of Brazil structure to its CPD 2017-2021 and the SDGs priorities, the design of the programme portfolio includes three mutually reinforcing work streams crafted around three teams:


1. Inclusive Socioeconomic Development: (poverty reduction, social policies, livelihoods, public-private partnerships, inclusive markets and growth)
2. Planet: (environment, climate change, DRR, Montreal Protocol)
3. Peace (prevention of violence, justice, transparency, anti-corruption, human rights, local capacity Development)


The Inclusive Socioeconomic Development Unit portfolio is aligned to UNDP SP Outcome 1 (Growth and development are inclusive and sustainable, incorporating productive capacities that create employment and livelihoods for the poor and excluded). This area of engagement is critical to tackle the interconnected areas of poverty eradication and the requisite creation of wealth at the household level, the reduction of inequality and exclusion, while transforming productive capacities to a much more holistic approach to development. The provision of basic services in the areas of health, education, sports, social assistance and modernization of the state are key to enhance human development and strategic to support poverty reductions public policies. Fostering public private partnerships and inclusive business area also strategies to enlarge opportunities for those at the bottom of the pyramid.

To allow the implementation of the projects under the Inclusive Socioeconomic Development portfolio, the “Projects Support” team will provide – under supervision of the Programme Analyst for Inclusive Socioeconomic Development Cluster and overall guidance of the Inclusive Socioeconomic Development Unit Programme Specialist - technical, managerial and administrative support to DIM and NIM projects, in particular, those related to social assistance, education, sports and infrastructure.


Position Specific Context


The Project Manager will be responsible for supporting technical and managerial activities related to projects implementation, ensuring smooth operations of the projects and consistency of project implementation with UNDP rules and regulations.

 

The Project Manager will be responsible for supporting the implementation of the select projects of the portfolio and ensuring quality and timely results by:

  •  Managing the projects activities assigned to her/him on day-to-day basis;
  •  Supporting the Programme Analyst in planning and monitoring of the project activities;
  •  Providing technical support to projects implementation, guaranteeing quality, efficiency and effectiveness in the strategies used for their execution, in collaboration with national counterparts.


Summary of Key Functions:

Support management of the project implementation on day-to-day basis

  •  Articulate and follow-up, on a daily basis, with project national counterparts, to guarantee smooth implementation of project, implementing a proper strategy and mechanisms for such;
  •  Ensure project delivers its activities with respect to quality, budget, delivery timelines, and strategy, ensuring all activities implemented are in conformity with the signed PRODOCs;
  •  Brief and consult with the Programme Analyst on project progress and monthly progress on delivery targets and measures to be implemented accordingly.
  •  Undertake project related ATLAS transactions, such as requisitions, request payments and financial reports.


Support planning and monitoring activities of the project

  •  Support the preparation of the Procurement Plans with national counterparts;
  •  Ensure close monitoring of all activities of the project, monitoring the progress on agreed results framework and performance indicators and prepare inputs to Programme Analyst in relation to projects oversight;
  •  Support the Programme Analyst to organize quarterly review meetings and annual project reviews by monitoring the progress of project implementation, assessing results and identifying areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans, propose revisions whenever applicable;
  •  Monitor and manage risks/issues facing the project; submit new risks/issues to the Programme Analyst for consideration and decision on possible actions if required;
  •  Support to project monitoring in Atlas (inputs provided for risks log, inputs to quality assurance exercise, etc)
  •  Ensure project’s procedural alignment with UNDP position, rules and regulations and mandate;
  •  Preparation of project progress reports and participation in tripartite meetings;
  •  Supports the identification and systematization of project lessons learned and good practices.


Provide technical support to projects, guaranteeing quality, efficiency and effectiveness in projects implementation.

  •  Provides technical and management advisory and support to partners on implementation of projects;
  •  Elaboration of projects related Terms of Reference;
  •  Ensure close financial and procurement oversight and monitoring of signed contracts;
  •  Participation in selection processes for Letters of Agreement signature, as well as undertakes activities related to LoAs monitoring;
  •  Participates in consultants’ selection panels, whenever necessary;
  •  Undertakes technical analysis/approval of NPPP/IC NIM proposals of contracts/Terms of reference;
  •  Support and follow-up on project auditing issues;
  •  Advises and develops strategic and operational solutions with clients that add value to UNDP projects;
  •  Perform other tasks to enhance project implementation, as required by the supervisor.

  • Post Graduate degree (or equivalent), preferably in social sciences, international relations, project management, administration, economics, public policy or other related disciplines.
  • *Or graduate + 04 (four) additional years of mandatory professional experience.
  • A minimum of 7 years of relevant, practical working experience in management and implementation of technical cooperation projects, preferably in themes related to social / education / economics issues;
  • Experience working with government counterparts;
  • Knowledge on social policies, such as social assistance, education, sports and/or infrastructure be considered as an asset;
  • Strong ability to work as part of a team and actively pursuing networking;
  • Experience with UNDP and a strong understanding of UNDP and its mandates, policies and procedures would be an advantage;
  • Excellent computer skills and ability to use information technology as a tool and resource.
  • Proficiency in Portuguese;
  • Excellent written and verbal communication skills in English.
