  Office/Unit/Project Description   

On October 21, 1974, the United Nations Development Programme and the Government of Barbados entered into an agreement to “support and supplement the national efforts of developing countries at solving the most important problems of their economic development and to promote social progress and better standards of life.”

Subsequently, similar agreements were entered with Governments of the ten countries and territories that the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves: Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands (BVI), the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

UNDP Barbados and the Eastern Caribbean Multi-Country Office (MCO) aims to create an enabling environment where our national governments have the capacities for inclusive and sustainable human development; meet their regional commitments, and internationally agreed objectives including the SDGs. The MCO focuses on policy and knowledge advisory services that facilitate poverty reduction, improved democratic governance, economic recovery, climate resilience, disaster risk reduction, social inclusion, and human rights. UNDP partners with governments and people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life of everyone. We are on the ground in around 170 countries, to help empower lives and build resilient nations. UNDP’s work in the region continues to evolve and includes three clusters: Nature, Climate and Energy (NCE), Prevention, Recovery and Resilience (PRR), Poverty and Governance (P&G) and an Accelerator Lab. The MCO hub is in Barbados, with Project Offices in Dominica and Antigua and Barbuda.

As part of UNDP Barbados MCO support to the Commonwealth of Dominica, a Project Office was established in 2017 to assist government with immediate response, recovery, and reconstruction post Hurricane Maria. This included strengthening national recovery frameworks, disaster preparedness and climate and community resilience, as well as empowering women to take a more proactive role in emergencies. Since 2017, the Dominica Project Office has evolved its portfolio to include climate resilience, economic recovery, and sustainable development initiatives.

Scope of Work

Under the overall guidance of the Cluster Lead of MCO Prevention, Recovery and Resilience (PRR) Cluster and with secondary reporting lines to the Head of the Dominica Project Office, the Project Coordinator will be responsible for the implementation of the project “Strengthening Community Resilience within Kalinago Territory”, to deliver an integrated package of support to boost agricultural production and sustainable agricultural practices; design and implement community reforestation programmes to augment livelihoods and protect critical water catchment areas; develop a comprehensive Kalinago tourism strategy and brand that generates new income opportunities for the territory, and; strengthen institutional capacities of the Kalinago Council for improved participative and inclusive decision making and planning.

Summary of key functions

 

1.Advisory support on policy and overall direction of the project

  • Liaise with the Project Board to ensure the overall direction of the project;
  • Coordinate the strategic planning, formulation and monitoring of project activities.
  • Provide advice to the project in developing baselines and indicators for project monitoring and evaluation,
  • Implement project results
  • Report, monitor and evaluate policies and strategies

    2. Provide technical lead for project planning, managementand implementation of the project

    • Provide direction and guidance to project team
    • Implement project activities as guided by the ProDoc;
    • Develop annual work plans for the projects in consultation with the IP and in agreement with GEF and UNDP guidelines;
    • Responsible for the narrative and financial reporting on project and the overall quality assurance of implementation.
    • Manage and monitor the project risks;
    • Update the status of these risks by maintaining the Project Risks Log;
    • Lead the recruitment, procurement, and other administrative tasks inclusive of drafting TORs, according to UNDP rules and regulations;
    • Supervise the maintenance of the project related documentation
    • Complete the GEF Project Implementation Report (PIR) annually on the PIMS platform in conjunction with the Cluster Head and the Regional Technical Advisor (RTA);
    • Organize Project Board Meeting
    • Follow-up on the implementation of Project Boarddecisions and recommendations;
    • Oversee the activities of the project team, as well as local and international experts;
    • Prepare Final Project Review Reports being submitted to the Project Board.
    • Identify follow-on actions and submit them for consideration to the Project Board;

        4. Partnership building and resource mobilization

        • Advocates for UNDP’s work and represent UNDP with national authorities, the donor community, and international financial institutions, where requested;
        • Establish and maintain dialogue with government officials, both local and national, NGOs, partners, donors and communities to provide knowledge and understanding, ensuring accurate interpretation of the project’s mission;
        • Supports programming work and participates effectively in coordination forums and frameworks.

          The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

          Minimum Qualifications of the Successful NPSA
            Min. Education

          Advanced  university  degree  (master’s degreeor equivalent)  in environmental management, natural resource management, disaster

          requirements

          management, agricultural technology, climate change,  sustainable development, genderstudies or related field.

           

          A first level university degree (Bachelor’s Degree) in the areas mentioned above in combination with additional 2 years will be given due consideration in lieu of Master´s degree. 

          Min. yearsof relevant work experience

          Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in projectmanagement or project

          coordination, sustainable development, natural resource/disaster management.

          Required skills
