Tunisia faces an ongoing threat of violent extremism, undermining public safety while affecting the overall course of economic recovery and the political process.
To support national responses to this threat, UNDP and the Tunisian government have launched, in 2018, a project on the prevention of violent extremism (PVE) that focuses on two areas: institutional support for effective whole-of-government PVE in Tunisia; awareness raising and strengthening technical capacity to enable a PVE whole-of-society approach.
The first area includes the provision of strategic planning and capacity building support to the National Counter-Terrorism Commission (NTCT) and other relevant bodies. Institutional development allows for the development of sustainable and coordinated responses to prevent violent extremism in line with national priorities and strategies.
The second area consists on a range of initiatives aimed to connect the local with the national levels, build bridges between authorities, research activities and civil society to better understand the root causes of violent extremism, as well as to implement activities based on acquired knowledge.
For the achievement of its objectives, the project supports inclusive and accountable mechanisms that bring together the various actors while promoting the entrenchment of Human Rights principles in PVE.
The Project Analyst works under the direct supervision of the Chief Technical Advisor. The Project Analyst is responsible for the monitoring of PVE issues and trends and participates in the implementation of technical support to the National Counter Terrorism Commission and other partners at national and sub-national levels in line with the annual work plans.
The Project Analyst works in close collaboration with the Country Office Programme unit, Programme Support Unit and other project teams, Government officials, technical advisors and experts, UN agencies, implementing partners, donors, beneficiaries and civil society to support successful implementation of the project.
•Support the implementation, management and coordination of the PVE project;
•Ensures effective learning and knowledge management within the PVE project team;
•Support proper coordination with donors, stakeholders and partners.
1)Support the CTA in the management of the PVE project.
More specifically, the Project Analyst:
•Provides support the day-to-day management of the project;
•Provides support drafting and updating annual project work plans;
•Drafts documents necessary to the implementation of project activities, such as concept notes and terms of reference, as directed by the CTA.
•Supports planning, organization and oversight of the necessary administrative and other logistical support to consultancy missions, workshops, learning events, and other project activities;
•Ensures financial oversight of the project activities on which s/he leads, under the supervision of the CTA, to ensure accurate and efficient budget management and project delivery including overseeing and authorizing financial transactions in Atlas;
•Closely monitors project activities against the desired outputs/results and advise the CTA on required management actions and necessary modifications;
•Participates in the recruitment and supervision of consultants and, Ensures the delivery of services in accordance with their implementation agreement or contract;
•Determines, designs and monitors capacity development interventions and follow-up to ensure quality and relevance to the context of Tunisia;
•Supports the preparation of quarterly and annual project reports for the Project Board and UNDP and donors, as well as other information as may be requested;
2)Documentation of learning and knowledge management
Under the supervision of the CTA the Project Analyst:
•Regularly monitors the socio-political context in Tunisia in relation to PVE, and shares analysis and relevant research findings with the project team;
•Regularly documents learning from project activities;
•Ensures the monitoring of research activities funded by the PVE project;
•Ensures that learning from project activities is fed into the planning of new activities and used effectively for advocacy purposes;
•Supports the drafting, development and dissemination of communication material for the project;
•Works closely with the M&E officer to supports effective monitoring and evaluation of the project and implementation of recommendations;
3)Donor, stakeholder and partner coordination
The Project Analyst is responsible for:
•Supporting the establishment and consolidation of relations with relevant stakeholders and partners including UN agencies, government and civil society, other development partners and PVE networks;
•Supporting close coordination with colleagues within UNDP and with other relevant UN agencies working on PVE;
•Participating, as required, in meetings, workshops, conferences and other events PVE relevant to the successful achievement of the project’s objectives;
•Actively seeking opportunities to create new collaborations, sharing knowledge and strengthen the network of PVA actors in Tunisia;
•Searching information on donors, preparing briefs on possible areas of cooperation and drafting project proposals;
•Perform any other duties as assigned by the CTA.

Education:
Master’s degree or equivalent in Law or International Relations, Development Studies, Human Rights, International Development, Public Administration, Business Administration, Social Sciences or related field.
Experience:
Minimum of 2 years of relevant working experience in design, implementation, monitoring and evaluation of projects, especially in the area of capacity development for Government, State institutions, private sector and civil society;
Experience in developing and conducting research and analysis is desirable;
In-depth understanding of a wide range of tools for conflict resolution, peace building, PVE, rule of law issues;
Previous in-country experience in Tunisia, is considered a significant asset.
Language Requirements:
Proficiency in English and French both written and spoken. Knowledge of Arabic is an asset
