Uzbekistan is committed to building climate resilience and fostering sustainable, low-carbon lifestyles, especially among its youth in rural areas. The country faces severe environmental challenges, including rising temperatures, frequent droughts, and the ongoing desertification linked to the drying Aral Sea, which particularly impacts rural communities. This project aims to equip young people with critical skills and knowledge to adapt to and mitigate these climate impacts, empowering them to lead their communities toward a more sustainable future.
The project has three main components. First, it will mainstream climate change education across all upper secondary schools in Uzbekistan, providing a developed curriculum and teacher training to reach over 1.3 million students. Second, it will engage and empower over 800 youth through the Young Green Ambassadors program, enabling them to lead practical climate resilience and sustainability projects in their communities. Third, it will focus on upskilling 4,000 youth in rural areas with essential green skills, such as climate-smart agriculture and renewable energy, through vocational training programs and support for job placement.
The project emphasizes strong partnerships with national institutions, including the Ministry of Education and the Agency for Youth Affairs, to ensure climate education and green skills development are integrated into both school curricula and vocational training. By investing in climate-conscious youth, the project supports Uzbekistan’s broader climate goals and commitments, helping to shape a generation ready to lead climate action and foster sustainable growth across the country. The Project will be implemented in Karakalpakstan, Bukhara, Navoi, Khorezm, Samarkand, Kashkadarya, Surkhandarya regions.
The Project Analyst on School Education Policy will play a key role in analyzing, advising, and supporting the development of policies and frameworks that promote climate education across Uzbekistan's school system. Working closely with government partners, educational institutions, and other stakeholders, the Analyst will help ensure that climate education policies are effectively aligned with national education goals and international climate commitments. This position will also contribute to the design of policy tools and monitor the integration of climate education in the curriculum to drive sustainable impact at the national level.
Under the direct supervision of the Project Manager, and in close collaboration with relevant project staff and partners, the Project Analyst on School Education Policy will perform the following duties and responsibilities:
Ensure Policy Analysis and Development:
Conduct a comprehensive analysis of the existing secondary school curriculum, focusing on gaps and opportunities for climate education integration; Collaborate with national education bodies to develop policy frameworks and guidelines that embed climate change topics across relevant subjects, ensuring alignment with Uzbekistan’s education goals and climate strategies; Provide policy recommendations based on best practices in climate education from comparable countries, tailored to the needs and context of Uzbekistan; Support the Ministry of Preschool and School Education (MoPSE) in formulating policies that facilitate the long-term institutionalization of climate education across all secondary schools.Provision of Curriculum Design and Implementation Support:
Assist in the design and piloting of climate change curriculum modules and educational resources, incorporating cross-curricular and subject-specific approaches; Work with curriculum developers and educational experts to ensure content is age-appropriate, scientifically accurate, and engaging for students; Provide ongoing support to schools and educators in implementing the new curriculum, including feedback collection and adjustments based on pilot results; Identify necessary teaching competencies and support the development of a training framework for educators to deliver the climate curriculum effectively.Promote Stakeholder Engagement and Coordination:
Liaise with key stakeholders, including MoPSE, the Ministry of Ecology, Environmental Protection and Climate Change, teacher training institutions, and other partners, to facilitate collaborative approaches to climate education policy implementation; Organize and lead meetings, workshops, and focus groups with stakeholders to gather insights, refine policy proposals, and promote knowledge sharing on best practices in climate education; Foster partnerships with international and regional organizations to support capacity-building efforts and exchange knowledge on climate education policies.Monitoring, Evaluation, and Reporting:
Develop and implement monitoring tools to assess the effectiveness of climate education policies and curriculum integration efforts; Track progress and generate regular reports on policy implementation, including assessments of student and teacher engagement with climate topics; Collaborate with M&E Specialists to evaluate the impact of policy changes on climate literacy among students and recommend adjustments based on findings.Facilitate Knowledge Management and Capacity Building:
Document best practices, challenges, and lessons learned in climate education policy development and share with the project team and partners; Support capacity-building initiatives for policymakers, educators, and administrators, including training on climate education policies and practices; Develop knowledge products such as policy briefs, case studies, and guidance documents for stakeholders involved in climate education.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Project Analyst on School Education Policy will report to the Project Manager.
CompetenciesRequired Skills:
Prior experience working with government bodies or educational institutions on policy formulation or curriculum design is required.Desired Skills:
Experience and knowledge of climate change, sustainable development, or environmental education is highly desirable; Experience and strong understanding of education policy development and curriculum design processes, with an ability to analyze complex policy documents and provide actionable recommendations is desirable; Experience with UN and/or other international development organizations is an advantage; Proficiency in Microsoft Office Suite and experience with data analysis or curriculum design software is advantageous; Ability to use information technologies as a tool and resource is an asset.Required Languages:
Fluency in English and Uzbek is required.
