UNDP in collaboration with the Government of Balochistan and the Government of Khyber Pakhtunkhwa is implementing a portfolio of projects in the two provinces for poverty reduction. The projects are aimed at accelerating the progress towards achievement of Sustainable Development Goals (SDGs) through improving resilience of vulnerable and poor communities.

In Balochistan, UNDP is working with Planning & Development Department to support creation of necessary conditions for stability (citizen-state trust building) through inclusive local development planning processes, addressing basic local infrastructure and livelihoods needs. The objective of the project is to find innovative and sustainable solutions to address Balochistan’s development challenges by showcasing local government delivery on the SDGs and provide technical and financial support for the improvement of basic public services including water, health and education etc. The project is also supporting the unemployed youth through entrepreneurship trainings to enable them to learn new skills and take advantage of the growing livelihoods and income generation opportunities in the province.

1. Ensuring Strategic direction of the project operations, focusing on achievement of the following results:

  • Full compliance of operations with UN/UNDP rules, regulations and policies and implementation of corporate operational strategies.
  • Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on legal considerations and risk assessment.
  • Knowledge building and sharing with regards to management and operations in the Project, organization of the operations staff trainings, synthesis of lessons learnt/best practices, and sound contributions to UNDP knowledge networks and communities of practice.
  • Assess the impact and effectiveness of the project through regular field visits and highlight achievements, progress and challenges through impact and results-driven reports.
  • Ensure integrity of financial and administrative procedures as well as a consistent application of UNDP rules and procedures about project implementation and operations;
  • Supervise requisitions, purchase orders and payment requests in ATLAS, and ensures monthly delivery updates to the National Project Manager on financial delivery performance;
  • Provide support and oversight to ensure that qualitative services are provided to national partners including fair and transparent procurement process and efficient operational support.
  • Organization and oversight of project cash management processes, including liquidity management, recommendation of imprest level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site.

2.  Ensures effective and accurate financial resources management focusing on achievement of the following results:

  • Support in proper planning, expenditure tracking and audit of project financial resources, including extra-budgetary income in accordance with UNDP rules and regulations.
  • Proper management of the contribution’s management business process and accounting for contributions to ensure that the money due to UNDP is properly identified, consistently and uniformly classified, recorded on a timely basis and received with sufficient supporting documentation.
  • Organization and oversight of project cash management processes, including liquidity management, recommendation of imprest level, risk assessment; timely accounting and reconciliation of all transactions, security for cash assets on site.
  • Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP staff of the results of the investigation when satisfactory answers are not obtained.
  • All financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures.

3. Ensures provision of efficient procurement and logistical services focusing on achievement of the following results:

  • Project compliance with corporate rules and regulations in the field and elaboration of the Project procurement strategies including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement promotion and introduction, performance measurement.
  • Elaboration of the Project contract strategy including tendering processes and evaluation, managing the contract and contractor, legal implications. Oversight of procurement processes and logistical services in accordance with UNDP rules and regulations,
  • Proper management of UNDP assets, facilities and logistical services, including full compliance with IPSAS in the accounting for the procurement, utilization and disposal of the CO’s assets.

Education:

  • 6 years of relevant experience at the national or international level in providing admin and finance services, hands-on experience in administration, finance and procurement of development projects.

Language Requirements:
 

  • Proficiency in English. Working knowledge of other UN language desirable
