UNDP has been working in Libya since 1976. Since the outbreak of conflict in 2014 and the deteriorating humanitarian situation, UNDP Libya continues to support Libya’s transition to an inclusive political agreement, accountable governance, stabilization, economic recovery and resilience. UNDP aims to support Libya’s transition to an inclusive political agreement through expansion of dialogue between different stakeholders, urgent rehabilitation of key public services, support to constitutional processes underway and national and local capacity-building to be able to address the urgent needs of citizens. UNDP partners with various government actors, non-governmental organizations, civil societies, the private sector, UN agencies and other organizations.

In recognition of recent political and security developments in Libya and related opportunities to enhance stability in Tripoli and avert the further erosion of institutional capacities, and against the backdrop of the UN Secretary-General’s decision to move ahead with relocating the United Nations into Libya, the Government of National Accord (GNA) has requested assistance from UNSMIL and UNDP to efforts of the Ministry of Interior, Libyan police and criminal justice institutions to advance security and the rule of law in Libya’s capital. Based on detailed assessments of the current context and capabilities, and in consultation with Libyan stakeholders, priority areas have been identified for programmatic engagement as follows:

 

2.       Effectiveness of law enforcement and prison service delivery in Tripoli improved through provision of training and technical and material assistance.

3.       Ministry of Interior enabled to better assess and provide feasible demobilization options for members of armed formations.

4.       Ministry of Interior provided with capacity development and organizational assistance.

In line with UN commitment to integrated assistance, and with support from the Global Focal Point arrangement for Police, Justice and Corrections, UNDP and UNSMIL are rolling out a ‘Policing & Security Joint Programme’ (UNJP), which will maximize the capabilities of the UN system in support of the GNA’s agenda in these critical areas. This joint programme is fully aligned with UNSMIL’s Security Council mandate and the UN Strategic Framework, and leverages UNDP’s capacities and expertise as a programmatic entity and development partner of the Libyan government.

 

In this context, UNDP Libya is seeking suitable candidates for the position of Project Manager to lead management and implementation of this ambitious UNJP. Under the direct supervision of the UNDP Libya Deputy Resident Representative , and in close liaison with Head of UNSMIL Security Institutions Division and the Head of the Rule of Law, Human Rights and Transitional Justice Division, and their respective teams, the Project Manager will be tasked with overall management of UNSMIL/UNDP Joint Programme, ensuring that the UNJP produces the expected results set out in the programme document and subsequent annual work plans. S/he will be responsible for coordinating donor and stakeholder engagement on behalf of the joint programme, resource mobilization, work planning, coordination and supervision of implementation activities, and reporting on results achieved. The Project Manager will direct the joint programme team in all programme-related activities under their purview.

 

The Project Manager will be responsible for joint programme implementation and achievement of JP results. The Project Manager will provide management of staff and results, leadership and guidance to project support staff and professional experts. The successful candidate will have the following specific responsibilities:

 

Strategic Advice and Leadership:

·         Provide substantive and strategic leadership of the JP, including overall direction of the project team and all JP components;

·         Provide advice to senior management of UNDP and UNSMIL on the strategic direction and scaling of JP activities;

·         Ensure communication knowledge-sharing with other relevant actors and engagements in the security and rule of law sector;

 

Results-Based Management and Oversight:

  • Lead, plan, initiate, facilitate and manage JP activities, measure performance, and report on programme results and outcomes to the Programme Board;
  • Ensure the establishment and functioning of a fully integrated the JP team between UNDP and UNSMIL. Manage the recruitment of team and local consultants, as well as identifying short-term international and local experts as necessary;
  • Coordinate and supervise the activities of the JP staff, experts and consultants working as part of the technical assistance team;
  • Prepare JP work plans, progress reports (narrative and financial) and terminal report;
  • Be responsible for the timely preparation and quality control of all substantive technical outputs, briefs and required documents, ensuring timely production and submission of outputs and reports by all members of the project team, contractors and project partners;
  • Support Senior Management and the RM Specialist to organize Programme Board, support DRR to lead the donor coordination meetings and JP review meetings Follow-up on the 
  • Manage process for the selection of suppliers, contractors and partners. Supervise procurement of goods and services including preparation of equipment specifications, Terms of Reference (TORs) and Request for Proposals (RFPs) according to approved UNDP procedures; working in collaboration with the procurement unit;
  • Develop M&E tools and frameworks for monitoring JP activities and results, consistent with best practices in ROL indicators and the UN Human Rights Due Diligence Policy; working in collaboration with the Country Office M&E Specialist; 
  • Supervise outsourced research and dissemination of research findings.

Partnership Building and Resource Mobilization:

  • Support the RM and Partnership Specialist as well as the RR/DRR in Resource mobilization and building partnerships by supporting the Establishment, reinforcing or managing partnerships with Libyan government institutions, bilateral and multilateral donors, private sector and civil society in thematic areas of concern for the JP, based on strategic goals of UNSMIL and UNDP, country needs and donors’ priorities;
  • Support ongoing coordination efforts with multilateral and bilateral development partners working in the policing, security and rule of law areas in Libya;
  • Lead engagement with the UN Headquarters Global Focal Point arrangement of UNDP and DPKO on behalf of the joint programme.
  • Support sector-wide coordination and strategic planning efforts and partnership;
  • Provide/coordinate inputs to formulation of UNDP strategies such as of UNDAF and CPD.
  • Coordinate project strategies and activities with other UNDP projects and UNSMIL to ensure the effective implementation of the Country Programme Document and the UN Strategic Framework;
  • Provide inputs to UN coordination platforms and participate in technical working group meetings, as requested, reporting back to the UNDP DRRor and UNSMIL Heads of Division.
  • Contribute to the harnessing of effective partnerships and competitive selection of partners for the implementation of the JP; Develop mechanisms and instruments for selection of appropriate government and civil society partners in the implementation of the JP;
  • Oversee the mobilization of additional resources from development partners to the UNSMIL/UNDP Joint Programme. Provide analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new JP activities, active contribution to the overall office effort in resource mobilization. Research the engagement with non-traditional donors to support the project.

 

Knowledge building and management:

·        Support UNDP Libya CO management by ensuring representation of UNDP at the highest levels as a thought leader and technical assistance provider in the area of security and rule of law;

·        Ensure that the JP systematically builds capacities of Implementing Partners and other national partners through introduction of innovation and best practices, access to knowledge and expertise and promote their application to project implementation in the area of justice and security;

·        Promote teamwork, information sharing and collaboration within the JP team and between the JP team and other relevant stakeholders;

·        Promote skills development of project staff through coaching and mentoring;

·         Ensure capturing and disseminations of lessons learnt during project implementation and promote key findings of knowledge products produced by JPM and consultancies

·         Facilitate the project’s representation and/or participation in international knowledge networks to draw on and share best practice and lessons learned for application in Libya.

Impact of Results:

The key results have a direct impact on the functioning of the security and criminal justice sector in Libya, as well as on the human rights compliance of the Libyan security and criminal justice actors. Additionally, the key results contribute to the overall effectiveness of UNSMIL and UNDP’s development results in Libya. The efficient and timely achievement of JP results will strengthen UNDP’s position as a strong and reliable development partner and satisfaction on the part of the development partners in the country. The quality of the capacity building by the JP and by incumbent impacts UNDP’s credibility and success as a development partner of the Government and other national partners.

Education:

 

Master's degree in law, political sciences, public sector administration, international relations, development studies, conflict/security studies, or related field.

 

Experience:

 

·        Minimum of 7 years of progressive experience in project development and management in the rule of law and security sector, with focus on planning, monitoring, reporting, and stakeholder and team coordination in international development organizations;

·        Demonstrated experience of management of a project of similar complexity;

·        Solid technical knowledge in the field of human rights;

·        Excellent knowledge of project management principles and best practices;

·        Managerial experience including experience in leading multi-cultural teams;

·        Experience in working at the country level including in post-conflict environments;

  • ·         Good computer literacy – MS office applications, web-based management information systems.

 

Language Requirements:

 ·         Fluency in written and spoken English and Arabic is desirable

Contract Duration: 1 Year with possibility for extension
