Context:

Working under the overall supervision of the Deputy Chief of Mission, and the direct supervision of the Senior Programmes Coordinator (Migration Health) in Sana’a and the administrative supervision of the Head of Sub Office, the successful candidate will be responsible for the successful management, coordination and overall implementation of the portfolio of Health programmes and projects of IOM in Aden and areas under the control of authorities in Aden, Yemen.

Core Functions / Responsibilities:

  1. Support the Programme Officer – (Migration Health) in the implementation of the overall Health strategy for IOM Yemen.
  2. Supervise the technical components of the Health Programme, ensuring that the output is in line with globally accepted standards.

  3. Support the Programme Officer – (Migration Health) in ensuring that all the Health projects implemented under the coordination of IOM Aden office meet their intended scope, time, quality and budget. Notify in a timely manner of any change request pertinent and take action to address any delays or workarounds required for timely completion of activities.

  4. Manage and monitor the implementation of all projects coordinated by the Aden office, remotely and through regular visits to the areas of operation, ensuring that the Health staff are properly utilizing the resources made available to effectively provide services to the beneficiaries. Ensure infrastructure and equipment meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.

  5. Manage contracts with service providers or implementing partners. Coordinate with the administrative units of IOM to ensure adequate contracts management; close out procedures and final payments to the contractors.

  6. Supervise health staff as well as external consultants, involved in health projects in Aden; ensure that performance evaluations for health staff are completed in a timely manner.

  7. In coordination with the relevant colleagues, ensure that all relevant permits and authorizations are obtained from the local authorities to guarantee project stability and good relations with the local government.

  8. Provide the necessary information and documentation for the preparation of project proposals.

  9. Mainstream the Prevention of Gender Based Violence, Accountability to Affected Populations and other Health related aspects in every phase of the implementation of the Health activities in close coordination with the relevant colleagues.

  10. Act as the Deputy to the Senior Programme Coordinator – (Migration Health) and substitute him/her in case of leave of absence.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with a Master’s degree in Community or Public Health, Nursing, Medicine or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in Medicine from an accredited academic institution with seven years of relevant professional experience.

Experience

• Minimum of four (4) years, post-graduation, (post internship in countries with mandatory internship programmes) continuous clinical experience, preferably in a multidisciplinary hospital setting. The last clinical posting should be within the last five years;

• Demonstrated experience in managing health-related programmes at a professional level in an emergency and conflict environment;

• Demonstrated experience in managing and mentoring staff;

• Experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society.

Skills

• Proven capacity to implement programmes in migration and health;

• Knowledge of preparing project proposals, monitoring and evaluation, and report writing;

• Demonstrated ability and willingness to work in difficult areas/ situations; and drive for results.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
