Context:

Under the overall supervision of the Chief of Mission, the direct supervision of the Displacement Management Programme Coordinator in Pemba, the administrative supervision of the Head of Sub-Office in Beira, and in close coordination with Head of Programme and Operations, the successful candidate will be responsible for providing field support to IOM’s Camp Coordination and Camp Management (CCCM) activities in Beira in the wake of cyclone IDAI in resettlement sites.

Core Functions / Responsibilities:

  1. Provide support to Displacement Management Coordinator and contribute towards the development of an IOM CCCM response strategy, including engagement with Host Communities, site upgrades, site planning and phase out strategy.

  2. Supervise IOM camp management, site improvement activities, field team and ensure close follow-up on implementation of activities at field/settlement level. Support in oversee the installation and/or maintenance of IOM operated structures such as drainage facilities, reception centers, safe spaces, shelters, Water, Sanitation, and Hygiene (WASH) facilities and community centers. Coordinate with Local Authorities on environmental protection matters in and around the sites and ensure close coordination with the Protection and Displacement Tracking Matrix (DTM) teams on the ground in programming matters.

  3. Organize and chair site-level or district level coordination meetings with stakeholders and service providers as required and appropriate.

  4. Participate in the CCCM Working Group meetings at inter-sector fora at Beira level and attend other cluster meetings to discuss key priorities from CCCM and draft cluster update while checking that cluster mechanisms are in place on the ground. Act as a CCCM Cluster focal point in Beira in support to the Programme Coordinator/Cluster Coordinator.

  5. Train, guide and supervise IOM CCCM teams, as well as support any capacity development initiatives in the response.

  6. Actively work to ensure there are no gaps in assistance to beneficiaries and are raised to relevant clusters. Facilitate field teams from various service providers to avoid duplication of activities by conducting regular and systematic monitoring of service delivery in the camps, drawing the attention of stakeholders and partners to overarching needs.

  7. Work to ensure that Complaint and Feedback mechanism and procedures are in place, and forums are developed for the site population and host communities to contribute and be listened to.

  8. Work with the team to strengthen capacity of site committees, with a specific technical or cross-cutting sector focus, and cutting across agencies such as Protection, Shelter, WASH, etc., checking that representation takes into account persons with special needs - the elderly, youth, people with disability, etc.

  9. Collaborate with DTM team, Protection and CCCM field teams in establishing and maintaining up to date camp population and demographic databases that reflect births, deaths, arrivals, departures and other fluctuations in the population.

  10. Produce regular reports regarding the implementation of IOM CCCM activities; identify constraints and inform on future programme developments.

  11. Implement appropriate safety and security procedures related to the protection of IOM staff, its assets and operations. Check that all relevant security information is properly disseminated.

  12. Undertake duty travel to ensure the smooth implementation of all the tasks mentioned above.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Engineering, Political Science, Development, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with at least four years of relevant professional experience.

Experience

• Experience in emergencies response, including some in CCCM sector, ideally with experience covering – coordination, operation, capacity building;

• Field experience on Gender-Based Violence (GBV) mainstreaming humanitarian emergency response is desirable.

• Knowledge of the region is an advantage.

Skills

• Has knowledge and skills in budget monitoring, reporting, monitoring and evaluation and risk management is required;

• Good understanding of CCCM, Shelter, DTM and Protection responses in emergencies, is essential;

• Efficiency, high level of professionalism and ability to work under pressure and adhere to deadlines;

• Flexibility, diplomacy, leadership, cultural sensitivity and team-spirit are important personal features;

• Solid analytical and drafting skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
