About the role: This is a 24 month, replacement role with accompanied terms based in Port au Prince with 50% of the time scheduled and spent in the programme areas as the programme expands into the rural areas, with a salary of Grade 5 €44,095 - €48,995.

You will report to the Country Director and will manage all programme staff and work closely with systems staff. You will work closely with the Systems Director, Country Financial Controller, Dublin personnel (RD, Desk Officer, technical advisors, etc.), partners, consortium members, government authorities, donors, and other NGOs. We would like you to start in October 2020.

Your purpose: As a member of the Country Management Team (CMT), the Programmes Director will manage and guide the development of Concern’s programme activities in Haiti ensuring quality, strategic purpose, participation and accountability. You will: i) lead the quality development and control in programmes through improving programming methodologies, techniques and through a mentoring programme with managers on programme tools and approaches; ii) oversee the development and implementation of monitoring and evaluation systems in Concern Haiti’s programme activities, in line with Concern’s programme polices, standards and strategies; and iii) ensure the effective and professional management of the donor grants and support fundraising with the development of high quality proposals.

You will be responsible for:

Programme Development & Implementation

  • Lead the development of Concern’s country programme strategies ensuring they are responsive to the changing environment and needs of the participating communities.
  • Work with the Country Director and the Desk Officer to develop a funding strategy to ensure future funding streams are known and developed to the greatest extent possible.**
  • Identifying new programme interventions and opportunities in accordance with Country Strategic Plan, based on thorough contextual analysis and using How Concern Understand Extreme Poverty guidelines.
  • Facilitate high quality programme development process through project concept notes, proposals etc., and by ensuring adherence to Concern Worldwide PCM guide.
  • Ensure that programming meets high standards in terms of design, monitoring and evaluation through Concern Worldwide’s Project Cycle Management System, CHS and Programme Quality Guidelines and PME Framework.
  • Ensure that Concern Haiti retains and develops its capacity to respond to emergencies within its programme areas.
  • Lead and support the programme managers in developing their programmes results framework, in programme design, providing critical implementation guidance, PCN development oversight and proposal development support.
  • Encourage joint planning and monitoring among programmes and facilitate increased linkages and integration, particularly with Irish Aid funded programmes.
  • Facilitate programme launch, meetings, quarterly and annual programme reviews and organise mid-term reviews and final evaluations in line with the organisation’s and donors’ requirements.
  • Frequently visiting programme areas and providing feedback to managers and staff.
  • Ensure that cross cutting issues i.e. equality, DRR, conflict sensitivity are mainstreamed into all programme activities;
  • Contribute to policy dialogue with the GoH at various forums;
  • Lead the appraisal of potential partners’ technical competencies and work with finance and logistics on CILPAT reviews;
  • Oversee and manage the development and finalisation of partnership agreements and their management and implementation.
  • Assist the Country Director in coordinating and managing country strategic issues through involvement in decision making at the Country Management Team level and/or in other forums.

Budget Management

  • Identifying potential sources of donor funding.
  • Maintain monthly oversight of all programme related expenditure and ensure that managers understand and follow Concern procedures and controls on all expenditure, including under and over spending in each budget and advising solutions.
  • Coaching, mentoring and assisting budget holders to develop accurate budgets.
  • Support managers develop accurate financial forecasting in line with the budget and projected expenditure.
  • Ensuring budgets and revisions are prepared and submitted on time.
  • With the help of the finance department, ensure that effective controls and the monitoring of partners’ finances are in place.
  • Reporting any suspected or actual financial irregularities to the Country Director.

Reporting

· Maintain oversight and updating of the grant management/reporting calendar.

· Assisting Programme Managers to produce reports in line with donor, government and Concern Requirements

· Produce monthly, quarterly and annual programme progress reports timely and to a high standard.

· Participate and provide input to the CMT and CMT+ reporting.

· Reviews are documented and evaluations reports are in line with the organisation’s and donors’ requirements.

People Management

  • Ensuring sufficient human resources for programmes to meet their objectives.
  • Actively contribute to maintaining a strong and committed team of programme staff though mentoring and skills development.
  • Ensure that direct reports set objectives, conduct reviews and perform PDRs with their staff against a clear calendar schedule.
  • Proactively seek, receive, synthesise and disseminate programme relevant material to all programme managers, Advisors and senior systems staff.

· Promote opportunities for senior staff; building on their career development. Support career development initiatives of staff in programmes (especially national staff) to develop their skills and widen their international perspectives.

  • Build clear processes in each programme to ensure organisational learning is prioritised and systematically used in PCM, external exchange and advocacy.
  • Ensuring staff are adequately trained and understand the objectives for their role.

Networking & Representation:

  • Maintain good donor relations through the production of high quality and timely donor proposals, reports, and sharing of project briefs.**
  • Develop effective national level networks i.e. GoH, donors, partners, relevant to increasing Concern’s learning; provide for potential funding/consortium work and joint advocacy efforts.**
  • Representing Concern at relevant technical inter-agency, UN, Government and coordination meetings when requested by the Country Director

Monitoring & Evaluation:

  • Ensuring Monitoring & Evaluation plans and mechanisms are developed for each project/programme and are rolled out
  • Ensuring Programme Managers coordinate the monitoring and evaluation of all programmes (including partner programmes) within the agreed plans, budgets, time frames and donor guidelines

Security Management

  • monitoring and reporting on security issues to the Security Focal Person when necessary
  • Ensuring programme staff awareness and adherence to Country Security Management Plan and identifying security training needs where appropriate

Concern Code of Conduct and Associated Policies

· Ensure adherence to the Concern Code of Conduct and Associated Policies

  • Ensure finance staff understanding and adhere to the Concern Code of Conduct and Associated Policies
  • Ensure the Core Humanitarian Standards (CHS) are understood by programme staff
  • Contribute to and ensure that the Haiti programme delivers on its accountability commitments.
  • Promote an organization environment which is fair, open, protective and which fosters a learning culture.

Confidentiality

  • Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
  • Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing of programme documents.
  • Ensure strict adherence to Concern Procedures and remaining within the boundaries of these policies at all times

Your skills and experience will include:

  • Relevant post graduate qualification

· Five years’ experience in a programme position with an international NGO, with three years at a senior management level

  • Fluent French and English (written and spoken).
  • Previous experience of managing a diverse team of senior staff, and developing large teams and the ability to lead and motivate others; strong training and mentoring skills.

  • Previous experience of managing diverse and multi-sectoral programmes, programme development, project and budget management cycle, and participatory planning methodologies, including distance management.

  • Working with major international donors, knowledge of grants compliance requirements and securing external donor funding.

  • Knowledge and experience of incorporating key approaches across programmes i.e. gender equality, youth programming, DRR and working with partners

· Excellent communication (both written and verbal) and interpersonal skills, and an ability to motivate others

  • Ability to work with culturally diverse groups of people.
  • Ability to organize, plan effectively, and to work under pressure often to strict deadlines.
  • Good networking skills.
  • Previous work in a similar context, in the Caribbean, Latin America desirable

· Computer literate and good knowledge of Word and Excel.

  • Experience of working in an insecure environment
