Context:

Operational in Indonesia for over 40 years, IOM Indonesia has a field presence across the country, and is actively engaged in several broad areas of migration management, including: Counter Trafficking; Labour Mobility & Human Development (LMHD); Disaster, Climate and Resilience (DCR); Vulnerable Migrant and Refugee Assistance; Border Management; Migration Health; and Resettlement and Voluntary Return.

With a view to enhancing the protection of migrants, particularly during the COVID19 health pandemic, and to promoting migrant contributions to Indonesia’s development priorities, IOM Indonesia works closely with the Government of Indonesia (including the Ministry of Foreign

Affairs, Ministry of Manpower, and National Board for the Protection of Indonesian Migrant Workers (BP2MI), and others), private recruitment agencies, and civil society organizations.

Through these and other strategic partnerships, IOM will continue to provide policy advice, technical support and migrant assistance to enhance national priorities for improving the status of overseas Indonesian workers and for the elaboration and implementation of key aspects of improved migration governance. In addition, in line with the IOM Global Strategic Preparedness and Response Plan for COVID-19, IOM is undertaking urgent action to enhance protections, reduce stigma, promote social cohesion and mitigate the health and socio-economic impacts of the Crisis on overseas migrant workers, particularly those returning to Indonesia.

Under the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible and accountable for overseeing the management and implementation of IOM Indonesia’s programming related to improving the status of regular and irregular overseas Indonesian migrant workers and returnees, including direct assistance as well as targeted policy development and technical cooperation with government, community members and civil society. S/he will prioritize actions within the context of the current global health pandemic, and will provide support to the Government’s overarching priorities within the Global Compact for Migration. S/he will carry out these activities in close collaboration with other programmes/units in IOM Indonesia, Regional offices (RO), administrative centres as well as with relevant IOM missions in the region.

Core Functions / Responsibilities:

  1. Manage, coordinate and ensure timely and successful implementation of relevant projects, including contributing to strategy development and stakeholder engagement, as well as comprehensive reporting including financial and budgetary expenditure, in line with IOM guidelines and donor reporting requirements.

  2. Identify, train, supervise and manage related programme staff; monitor project progress to document and evaluate results, increase effectiveness and recommend appropriate actions in accordance with the Organization’s procedures and regulations.

  3. Coordinate with relevant units in IOM Indonesia to ensure full completion of the PRM funded programme on COVID-19 response for vulnerable groups.

  4. Ensure compliance with IOM and donor regulations and obligations as indicated in the funding agreements, project documents, work plans, reports, and budgets.

  5. Using relevant guidance from IOM Points of Entry (POE) Task Team, and in coordination with the Government of Indonesia, conduct assessments of POE to provide technical advice on enhancement and specific support where required.

  6. Support the CoM in strategy development and partnership engagement with government, non-government, private sector and UN partners toward the achievement of related government priorities for socialization, coordination with other agencies on issues involving migration in Indonesia.; support the development and outreach to key constituencies related to improving effective migration governance and related priorities in Indonesia.

  7. Provide ‘best practice’ policy advice and technical assistance to IOM’s counterparts; work with various ministries, departments and agencies of the government of Indonesia including through promotion of technical working groups that will strengthen migration management capacities in Indonesia.

  8. Participate in relevant technical working groups of UN Country Team, including, Results Groups of the United Nations Sustainable Development Cooperation Framework 2021-2025 (UNSDCF), and relevant sector working groups of the COVID-19 Multi-Sectoral Response Plan, among others.

  9. Lead and supervise the production of timely, thematic research and analysis on relevant topics related to migration governance, internal and international migration dynamics in Indonesia, labour mobility and human development, migration and the socioeconomic impacts of COVID-19, and other topics as relevant, in cooperation with IOM teams, government, civil society, and academic partners.

  10. Establish and maintain strong partnerships with Government entities, implementing partners, UN agencies, civil society, private sector, and other stakeholders.

  11. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s programmes and activities.

  12. Prepare progress and other reports, and ensure proper information exchange on all operational aspects of the project between IOM, the programme’s donors and other stakeholders, in coordination with the RO.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political Science, Economics, Social Sciences, Public Administration, Social Work, International Relations, Business Administration/Management or a related field, from an accredited academic institution with minimum of five years of relevant professional experience; or

• University degree in the above fields with minimum of seven years of relevant professionalexperiences.

Experience

• Experience in labour mobility and human development and/or labour market and socialreintegration and/or community stabilization and recovery with an international or non-governmental organization, preferably in the field of migration including operational and field experience;

• Experience in humanitarian contexts and sound knowledge of international humanitarianarchitecture, protection priorities and standards;

• Relevant regional experience with labour mobility schemes and related inter-governmentalcooperation forums;

• Extensive experience in public relations, as well as in liaising with governmental, diplomaticauthorities, and institutional institutions;

• Sound knowledge and experience of donor engagement, programme development; experiencein strategic planning and policy development desired; • Familiarity with administration and financial matters;

• Experience in supervising and directing staff.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
