Context:

Under the overall supervision of the Head of Office (HoO) and the direct supervision of the Head of Resources Management (Head of RM), the successful candidate in coordination with the Regional Procurement and Supply Officer of Regional Office for South America and the Global Procurement and Supply Unit (GPSU) will be responsible and accountable for Logistics and procurement activities for IOM in Venezuela, aiming at increasing effectiveness and efficiency of procurement and logistics management, in compliance with IOM’s principles of:

Core Functions / Responsibilities:

  1. Support the Head of RM to supervise and conduct overall logistical and procurement actions within the mission, including: Procurement, Property and Assets Control, Supply and warehousing, Service/Maintenance, Transport and Mission Fleet and contractual agreements.

  2. Coordinate the procurement activities and provide guidance and training as required on IOM's logistics and procurement policies, rules, regulations and procedures.

  3. Provide information to the Head of RM on risk mitigation of procurement activities and processes in the country in close coordination with GPSU.

  4. Facilitate the timely submission of necessary asset and procurement reports and documentation to relevant Headquarters (HQs) Departments and to Manila Administrative Centre (MAC), as appropriate and produce regular progress reports, statistical information, and briefing materials, as required.

  5. Analyze procurement requests, identify service providers and evaluate information regarding vendors’ performance in the areas of quality, prices, and delivery of goods in view of the Organization's best interests; maintain and update databases of preferred suppliers.

  6. Solicit bids, quotations and tender documents; oversee the bidding process and provide support for procurement transactions, analyzing them for conformity to specified requirements; conduct appraisals, select suppliers and confirm terms of payment; prepare purchase orders and ensure authorization is received from the Head of RM and Head of Office.

  7. Follow up on purchase order (PO) statuses and keep the head(s) of unit(s) and respective Project Managers abreast of the estimated time of delivery or any changes that may affect or modify the pre-determined delivery conditions; ensure all expected merchandise is received in accordance with PO specifications, and that all goods are in good condition.

  8. Ensure that appropriate records are kept on assets disposal; check that assets are located accordingly and used in IOM's best interest; and regularly update the asset inventory list.

  9. Supervise the Mission’s inventories stored at the stockroom and warehouses and check that a system is in place for receiving and issuing the goods. At year end, coordinate the physical check of inventories and stock taking and draft the relevant report for year-end closure of accounts.

  10. Monitor maintenance and repair of office facilities, including preventive maintenance, and recommend the establishment of maintenance agreements with competent service providers when it is feasible and determined to be cost-effective.

  11. In coordination with the Head of RM, review existing procedures to identify gaps and areas for improvement.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Logistics, Humanitarian Affairs, Development Studies or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

• Certification in Procurement, Logistics or Supply Chain management is an advantage.

Experience

• Experience in managing diverse procurement and logistics operations;

• Experience in providing procurement and logistics support in an emergency, post crisis setting;

• Demonstrated experience in training and managing large teams of co-workers, vendors and suppliers.

Skills

• Extensive knowledge of IOM internal procurement and financial rules, as well as IOM's PRISM elements as they apply to procurement and logistics;

• Excellent level of computer literacy and good knowledge of SAP/PRISM required.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of Portuguese or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
