    Organizational Setting and Reporting Relationship

    The position of Operations Officer is assigned to the Operations Coordination Unit (CWOC) within the Central and West Asia Department (CWRD). You will be based at our Headquarters in Manila, Philippines.

    You will report to designated international staff and senior officer.

    Your Role

    As an Operations Officer, you will support CWOC in providing approvals, concurrences and advisory services to internal and external clients about regional portfolio management, regional operational programming, resource allocations, business planning, and operational alignment to country/regional priorities.

    You will:

  • Serve as the departmental focal point on selected country operations, including portfolio management, lending and non-lending, resource allocations and business planning.
Align country programs, pipelines and portfolios to the regional department's key performance indicators (KPIs). Coordinate a network of country portfolio and programming focals in Resident Missions and sector and thematic departments. Provide guidance to ensure uniform application within CWRD. Independently manage data integrity in SovOps for CWRD and coordinate with sector group and resident missions. Analyze, disseminate, and communicate findings of associated operations and portfolio performance and technical reports. Be the focal point in operations working groups. Monitor the progress of departmental action plans and independently provide early warnings on major deviations, systemic issues, and escalating problems. Plan, support, and administer departmental operations and portfolio meetings. Proactively develop inputs to periodic and ad-hoc operations and portfolio events, reports, and speaking notes. Coordinate with department's business units and other Bank departments on data collection and analysis. Backstop the quality of project-level documentation and decisions for sovereign operations and technical assistance as requested, as determined by business processes. Guide processing and project administration teams on Project Administration Instructions, Staff Instructions and Step-by-Step Guides. Perform other duties as may be assigned by supervisors.

Qualifications

You will need:

Bachelor's degree in Economics, Business Administration, or a field related to development preferably with advanced training, or equivalent. At least 8 years relevant professional experience in multilateral management systems and procedures. Experience in strategy and policy planning, design and processing issues in ADB or similar multilateral development institutions. Experience with application of Staff Instructions and Project Administration Instructions an advantage Knowledge of multilateral development bank's business processes and regional operations. Strong analytical skills and aptitude for conceptual thinking. Strong computer application skills, including Word, Excel, PowerPoint, and database management software.
