OVERVIEW OF THE FUNCTIONS OF THE POST

Long Description

In Pakistan, UNESCO has been contributing to both upstream policy and technical support to the Government institutions, as well as multi-sector project interventions to create an evidence for an informed policy formulation in education, science, culture and communication sectors. The main focus of the UNESCO's Education sector interventions, inter alia, is currently on improving girls' education through a well-orchestrated, multi-year Girls' Right to Education Programme (GREP) in Pakistan. The programme aims at improving enrolment, retention and quality of girls' primary education in marginalized areas of the country while introducing institutional and community based interventions at different levels. With the initial funding from the Government of Pakistan, other donors are collaborating with UNESCO to expand the programme's outreach to other areas of the country. The Educate a Child (EAC) programme of Education Above All (EAA) operates in GREP target districts is supporting both girls and boys primary education. The programme is presently in progress in nineteen districts in four provinces and three special areas of Pakistan.

UNESCO Islamabad is seeking to hire a Project Officer to join the Education Team in Islamabad. Initially, the contract will be issued for eight (08) months with a three-month probation period and possibility of extension provided that performance is fully satisfactory and adequate funding is available for the position.

Under the overall authority of the Director UNESCO, and immediate supervision of the Head of Education, the incumbent will be involved in planning, coordination and management of the programme activities in district Jaffarabad and Ziarat in Balochistan and education sectors of Tarnol, Neelor and Sehala in ICT. More specifically, the incumbent will manage the programme implementation in aforementioned areas according to UNESCO's standard guidelines and procedures.

Within this given context, the incumbent will be responsible to undertake the following tasks:

  • Provide management and coordination support to GREP and EAC implementation in the target areas as per agreed work plan and performance objectives;
  • Oversee the programme implementation in target areas of Balochistan and ICT, while also work for any other geographical area assigned by UNESCO if need be;
  • Ensure collaboration with relevant provincial and area government stakeholders, local implementing partners and civil society organizations for smooth implementation of the programme activities;
  • Coordinate the development of action plans and work assignments for local partners and facilitate them in effective implementation of programme activities, compliance to standard operating procedures of UNESCO, and reporting to M&E requirements by ensuring timely availability of data in the on-line M&E system;
  • Provide support in knowledge generation and dissemination through documenting results, success stories and lessons learned and sharing them with different stakeholders in the target areas;
  • Develop work plans, periodic narrative reports, presentations and background papers based on the analysis of information and data available on programme implementation in the target areas;
  • Represent UNESCO Islamabad in provincial/ area meetings, workshops and seminars and take recommended follow-up actions;
  • Prepare terms of reference and work assignments for consultants, partners, and sub-contractors to be involved in UNESCO's education sector activities; and
  • Perform any other regular or adhoc task assigned by UNESCO Representative and Director or Head of Education.

Required Experience and Skills

Education

Advanced university degree (Masters or above) in Education, social sciences or similar field from a recognized national or international university.

Work Experience

  • Minimum of five (05) years of professional experience in programme planning, management and coordination of education sector programmes and projects;
  • Adequate experience of working in remote areas of Pakistan on education related interventions, preferably for promotion of girls education;
  • Solid understanding of the education system in Balochistan and/ or ICT with focus on girls education and/ or mainstreaming out of school children;
  • Good Knowledge and understanding of the government functioning at federal and provincial levels;
  • Experience in advocacy, resources mobilization, contract enforcement and partnership building; and
  • Knowledge and understanding of participatory development practices.

Skills and Competencies

  • Commitment to the Institute's mandate, vision and strategic direction, as well as to its priorities
  • Solid analytical and conceptualization skills, and excellent English drafting and presentation skills;
  • Demonstrated Organizational skills, including in establishing plans and priorities, as well as in implementing them effectively, and devising implementation strategies;
  • Fluency in Urdu and preferably in other local languages;
  • Comfortable with working in a multicultural work place, and solid team skills;
  • Excellent computer skills, with proficiency in Word, Excel, PPT and other Microsoft Office applications; and
  • Ability to independent work and problem solving.
