Position Title:**National Project Officer**

Duty Station: IOM Philippines Country Office (Cotabato City)

Classification: National Officers, NO-A

Type of Appointment: Special short-term graded, six months with possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission (CoM) in Manila and direct supervision of the Head of Sub-Office (HoSO) in Cotabato, the successful candidate will be responsible and accountable for project implementation and management of resources related to the transition and recovery activities in Mindanao.

Core Functions / Responsibilities:

  1. Support the management of transition and recovery project activities, as guided by the Head of Sub-Office, including the implementation of activities and budget control, to ensure the completion of assigned projects.
  2. Provide guidance and coordination to project field staff in implementing, monitoring, and documenting activities.
  3. In close coordination with the Resource Management Unit, monitor the project’s expenditures and coordinate the documentation process.
  4. Ensure that the day-to-day implementation and monitoring of the project activities are in accordance with the work plan, project document, and IOM rules, regulations, policies, and guidelines.
  5. Coordinate with relevant actors and authorities operating in the area to ensure that project activities are relevant and timely.
  6. Support the enhancement of information management system and ensure regular and timely information sharing between Offices and with relevant stakeholders.
  7. Identify operational bottlenecks, through consultations with team members, and report issues and solutions to the Head of Sub-Office.
  8. Participate in meetings with government as deemed necessary by the Head of Sub-Office.
  9. Prepare regular reports for the Head of Sub-Office on achievements, problems encountered, pertinent developments, and strategic needs for assigned projects.
  10. Assist Head of Sub-Office in the coordination of project monitoring and reporting.
  11. Ensure technical compliance with IOM, donor, and government regulations in programme implementation.
  12. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
  13. Undertake duty travel in support of the programme.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Social Science, Political Science, International Development, Peace and Conflict Studies or a related field from an accredited academic institution; or
  • University degree in the above fields with minimum two years of relevant professional experience.

Experience

  • Extensive experience in Institutional/Community Capacity Building, Knowledge Transfer, Livelihood, Social Infrastructure, Transition and Recovery programming, a distinctive asset.
  • Experience in management in humanitarian or development operations and/or Government Social Services.
  • Familiarity with the context of BARMM, especially the Provinces of Basilan, Sulu, Tawi-Tawi, an advantage.
  • Experience in liaising with senior government counterparts, including the Ministry of Environment, Natural Resources and Energy (MENRE), Ministry of Health (MOH).
  • Experience in project design, operations management and field implementation.
  • Familiarity with IOM administrative and financial management, an advantage.

Skills

  • Strong remote management, coordination and liaison skills required.
  • Familiarity with financial and business administration an advantage.
  • Solid IT skills and computer literacy.
  • Strong knowledge and understanding of Mindanao context is a distinct advantage.

Languages

Fluency in English and Filipino is required. Working knowledge of any BARMM language.
