OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.The objective of the Health Systems Strengthening Unit is to provide technical assistance to the Ministry of Health for further development and implementation of national policies and strategies for health systems strengthening (HSS) to accelerate universal health coverage (UHC) in Indonesia based on the primary health care (PHC) approach. In operationalizing this objective, a key aspect is working with both health programmes as well as health-related stakeholders in a multi-sectoral approach to HSS for UHC, especially other ministries and including development partners.The health workforce (HWF) is a key indicator for UHC in the SDGs: 3.c.1 Health worker density and distribution. Further, HRH is a priority for WHO in South-East Asia as incapsulated in the Regional Director's Flagship. Specific focus is being given to strengthening cadres and retention in areas that contribute to primary health care.

DESCRIPTION OF DUTIES

Under the supervision of Team Leader of Health System Strengthening, the incumbent will:

1) Support the Unit's technical assistance to Ministry of Health on evidence-based HWF policy and planning for PHC including sub-national planning with the broader context of strengthening HSS.

2) Support the Unit's technical assistance to Ministry of Health on data collection, analyses and reporting for decision-making and monitoring and evaluation (M&E) towards national HWF targets and SDG on UHC, including capacity development in the use of WHO tools and techniques to support HWF analyses and M&E.

3) Coordination of programme specific HWF activities across the units of the WHO Indonesia Office.

4) Undertake any other duties/responsibilities as assigned by supervisor as required.

REQUIRED QUALIFICATIONS

Education
Essential: First university degree in public health or health related sciences
Desirable: Master's Degree or PhD in public health or related health sciences with a particular focus on health systems or health workforce

Experience
Essential: 2 (years) years of professional work experience in the area of health systems strengthening
Desirable: At least 3 years of experience in health workforce.

Skills
Sound understanding of principles of public health, health information, health policy and knowledge of translation.

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 538,962,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
