OBJECTIVES OF THE PROGRAMME

WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.

The Country Office develops a two-way collaboration with the Government of Indonesia to accelerate the attainment of the Sustainable Development Goals (SDGs) through research, accurate and timely health information management in order to monitor health trends and their determinants for policy advocacy.

WHO's thirteenth general programme of work 2019-2013 (GPW13) sets out WHO's strategic direction and outlines how the Organization proceeds with its implementation in reaching all health-related SDG targets. This position contributes to GPW13's cross-cutting goal, “more effective and efficient WHO better supporting countries” as well as SDGs. This position contributes to the GPW 13 outcome 4.1 - strengthened country capacity in data innovation and output 4.1.3 - countries enabled to strengthen health information and information systems for health, including at the subnational level, and to use this information to inform policy-making. Information, research and evidence are the foundations of and indispensable instruments for strengthening health systems and ensuring quality health policies. WHO promotes policies and practices which are grounded in the best available evidence and recognizes the need for improved data quality, strengthened national capacity for health information, and increased impact of health information on population health.

DESCRIPTION OF DUTIES

Under the direct supervision of the Technical Officer, Health Systems Research and Health Information System, the incumbent will:

  1. Assist with the WHO efforts in strengthening MOH's role in the national and sub-national HIS strengthening, with a particular emphasis on various data sources, data quality, integration, information sharing, interoperability and use of health information for policy and planning;

  2. Support the facilitation of timely, routine and quality monitoring and reporting of data, including the measurements of progress towards achieving the national health targets, Regional flagships, SDGs and Universal Health Coverage;

  3. Contribute to the development, strengthening and application of tools, approaches and resources for national HIS strengthening;

  4. Assist with the compilation and coordination of programme specific data and reporting across the units of the WHO Indonesia Office and the use in internal strategic decision-making;

  5. Support the assessments of the national / sub-national HIS and related activities to identify strengths and challenges to inform the development of HIS strategies;

  6. Work closely with the team members working on health research as well as other technical units to support and facilitate the use of the best available evidence for policy-making;

  7. Provide full administrative and logistic support to the Unit programme, including supporting the organization of meetings, working groups, seminars/courses, and workshops; and monitoring aspects of the implementation of country activities, funds for project/programme levels and financial expenditures according to the approved country work plan upon request from the supervisor; and

  8. Undertake any other duties/responsibilities as assigned by supervisor as required.

  9. Submit an end of assignment report (mandatory).

REQUIRED QUALIFICATIONS

Education
Essential: University degree in public health or other health related sciences with a particular focus on epidemiology, biostatistics or health information
Desirable: Master's degree in public health or other health related sciences with a particular focus on epidemiology, biostatistics and health information

Experience
Essential: At least one year of professional work experience in health information system strengthening, monitoring and evaluation, health research and evidence-informed health policy.
Desirable: Experience in
i) Supporting the government for strengthening health information systems at national and subnational levels;
ii) Managing large datasets and national database applications as well as conducting analysis of health and health related outcomes;
iii) Health research and evidence-informed health policy; and
iv) Working within or in collaboration the Ministry of Health/WHO

Functional Skills & Knowledge
Sound understanding of principles of public health, health information, health policy and knowledge translation
Knowledge of the functioning of ministries and related departments
Demonstrated ability to work in harmony with national/international staff
Excellent writing skills including ability to present technical information
Ability to produce results, conceptualize issues, analyse qualitative and quantitative data, and to write coherent and concise briefing documents

REMUNERATION

Remuneration comprises an annual base salary starting at IDR 402,213,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
