Reporting to: Country Director - The MENTOR Initiative Angola

The context: The MENTOR Initiative has been present in Angola since 2002, working with the National Malaria Control Programme to reduce the burden of malaria and other tropical diseases in partnership with the Ministry of Health in the provinces of Bengo, Bié, Cuando Cubango, Cuanza Sul, Cunene, Huambo, Uíge, and Zaire.

Scope of Services

The National Monitoring & Evaluation Coordinator (NM&E) will develop, improve and implement M&E systems for all MENTOR programmes, focusing on defining and implementing best practices, operational research and report writing tools and templates. He/she will ensure that the M&E systems for the programme are in conformity with the donor’s and the national Health Information System, and in line with international standards. He/She will train all NTD programme database officers in all bases in order to ensure that data is collected in line with all donor requirements, and will provide their technical line management. The NM&E will also be in charge of drafting reports for program donors, piloting M&E tools, and submitting articles for publication. He/she will furthermore assist the partner departments within the MOH to develop a proper M&E system: including technical support for disease surveillance, and capacity building of MOH staff to utilize DHIS2 data system effectively, in line with relevant partner requirements (the donor, WHO, other organizations, etc.). He/She will build capacity with the Angolan government staff in M&E knowledge and skills.

The responsibilities of this post include the following:

Data collection and M&E Systems

· Assist MENTOR program coordinators/project managers to integrate M&E systems during program design and implementation

· Assist all MENTOR program coordinators to develop and/or maintain and improve quantitative and qualitative data collection to report on project output and outcome indicators.

· Be available as the point person for the donor when it comes to the donor’s M&E systems and their implementation by MENTOR Angola.

· Build internal and external capacity through training of MENTOR M&E and operational staff as well as MoH and other partners on the links between the logical framework, data management, data analysis and results‐oriented programme strategies.

· Build capacity of relevant MENTOR staff on programming, monitoring and evaluation methods and principles, data management, data presentation, M&E tools, report writing techniques and requirements for relevant donors.

· Assist partners at the Ministry of Health in setting up and managing M&E systems, including training and capacitating government staff in M&E tools such as DHIS2

· Maintain updated knowledge of international M&E best practice, implementing pilot activities for new tools as necessary and documenting lessons learned from piloting to support the decision-making process for scale up

Research and Reporting

· Improve or develop programme and operational reporting templates that facilitate the acquisition and aggregation of information in MENTOR programs

· Assist the Country Director and HQ Program Manager in the coordination of the compilation and dissemination of quarterly and annual reports to donors

· Conduct operational research as possible

· Write and submit articles for publication which can promote the knowledge of MENTORs work in Angola and contribute to international literature regarding health programs/M&E/capacity building in Angola

· Collaborate with HQ staff to develop internal publications which can be shared on the MENTOR website, with donors, and partners, to increase the profile of MENTOR and improve organisational communication of MENTORs activities, successes and lessons learned

HR

· Actively support the Country Director in the selection and evaluation of program staff

· Line management of database officers and M&E staff including annual performance evaluations oversight of staff selection for the M&E team

Support program planning

· In coordination with the Country Director, TA and Programme Coordinators, provide advice and insight in program planning, particularly in regards to M&E aspects

· Conduct analysis of program methodologies and outcomes, providing advice and recommendations for possible changes

· Participate in Program Design and Writing particularly in regards to M&E system in the design stage of new Programs/proposals;

Other

· Participate in exploratory missions as per requirements from the Country Director and agreed with the HQ based Programme Manager for Angola.

· From time to time and as requested work with MENTOR at organisational level to share best practice across the organization.

· Any other duties as may be assigned by the Country Director and agreed with the HQ based Programme Manager.

Job Requirements

· Academics: a minimum of a Master’s degree in Public Health, International development programme management, epidemiology, or statistics.

· Job experience: Public Health data or programme management with a minimum 3 years experience in monitoring and evaluation of Public health programmes.

· Skills: data management (indispensable), M&E systems strengthening, excellent knowledge of Programme cycle Management, Communication and analytical skills

· Computer skills: Excel, Access, Epi-Info and other data-management software

· Solid experience with large operations

· Organised, self starter, able to build and maintain partnerships

· Experience in managing teams in the field

· Proven capacity to train others

· Flexible and willing to learn

· Excellent team worker and communications skills

· Practical, hands-on approach

· Fluent in English and Portuguese
