Background

The Women Protection Advisor (WPA) consultant will support UNMISS’ effort to assist parties credibly suspected of committing or being responsible for patterns of rape and other forms of sexual violence in South Sudan to uphold their commitments to prevent and respond to conflict-related sexual violence (CRSV).

The purpose of the consultancy is to support the consolidation of key commitments made by the South Sudan People’s Defence Forces (SSPDF) and the pro-Machar Sudan People’s Liberation Movement/Army in Opposition (SPLM/A-IO) to address conflict-related sexual violence (CRSV) and support for the integration of CRSV perspectives into the work of unified security forces in South Sudan. This will be achieved by closely working with officials of relevant institutions in South Sudan including the Ministry of Defence and Veterans Affairs, the South Sudan People’s Defence Forces (SSPDF) and transitional security mechanisms.

This consultancy is open to a South Sudanese National only.

Organizational Setting
The WPA consultant will be based in Juba for the duration of the consultancy and be willing to travel within South Sudan if needed. S/he will be placed in the Ministry of Defence and Veterans Affairs. The consultant will work under the supervision of the Hon. Minister of Defence and Veterans Affairs and the overall guidance of UNMISS Senior Women Protection Advisor.

Duties and Responsibilities

The WPA consultant will:

Facilitate the unification of SSPDF and pro-Machar SPLM/A-IO action plans on addressing CRSV in South Sudan through:

  • Regular attendance to meetings aimed at the consolidation of the two documents into one comprehensive action plan for the National Unified Forces.
  • Work in close collaboration with relevant SSPDF and SPLM/A-IO personnel assigned to the unification of the action plans.
  • Upon need, advise relevant SSPDF and SPLM/A-IO personnel assigned to the unification of the action plans on the integration of protection of civilians from CRSV.
  • Provide secretariat support to relevant meetings (organization, minute-taking etc).

Identify progresses and gaps in the implementation of SSPDF action plan on addressing CRSV in South Sudan and suggest interventions as appropriate through:

  • Regular attendance to meetings, workshops and trainings  aimed at implementation the pillars of the SSPDF action plan (e.g., pillars on Prevention, Accountability, Protection of victims, witnesses and judicial actors, Communication, Monitoring and Evaluation) till the unified plan and required mechanisms are in place. 
  • Support in close collaboration with the chairperson and members of the Oversight Committee mandated to track advancement in the implementation of specific activities of the SSPDF Action Plan.
  • Attend meetings of the SSPDF Oversight Committee and provide secretariat support.
  • Review regular reports submitted by SSPDF on the implementation of the Action Plan.
  • Summarize information submitted by SSPDF in monthly reports to be submitted to UNMISS Senior Women Protection Advisor.

Mainstream CRSV considerations in the work of the Ministry of Defence, SSPDF and transitional security mechanisms through:

  • Keep abreast of progress and challenges in the work of transitional security mechanisms including the Joint Defence Board, Strategic Defence and Security Review Board, the Joint Transitional Security Committee and Joint Military Ceasefire Commission.
  • Assist the Minister of Defence and Veterans Affairs entry points to integrate CRSV considerations in the work of relevant transitional security mechanisms, Ministry of Defence and SSPPDF.
  • Provide assistance (technical and otherwise) to the Minister of Defence and Veterans Affairs to support the Minister’s endeavors aiming at the prevention and response of CRSV.
  • Liaise with UNMISS Senior Women Protection Advisor, as appropriate, to share information, request technical support etc.  

In the performance of her/his responsibilities the consultant is expected to:

  • Drafts various documents including notes to file, minutes, workshop reports, monthly updates etc.
  • Conduct oral presentations upon need.
  • Performs other duties as required.

Key deliverables will include:

  • Submit monthly reports outlining progress and gaps in the process of unification of SSPDF and pro-Machar SPLM/A-IO action plans on addressing CRSV in South Sudan, including recommendations (deadline: 30 days after the beginning of the consultancy and every subsequent 30 days);
  • Submit monthly reports outlining progress and gaps in the implementation of SSPDF action plan on addressing CRSV in South Sudan including recommendations (deadline: 30 days after the beginning of the consultancy and every subsequent 30 days);
  • Submit minutes of meetings held with and by members of the Oversight Committee mandated to track advancement in the implementation of specific activities of the SSPDF Action Plan (deadline: 3 days after each meeting)
  • Provide final report with detailed analysis of status of unification of SSPDF and pro-Machar SPLM/A-IO action plans to address CRSV and support for the integration of CRSV perspectives into the work of unified security forces in South Sudan. (deadline: end of consultancy).

Required Skills and Experience

Education

  • Bachelor’s degree or High school with five years of experience in relevant field.

Experience

  • At least 3 years of relevant work experience with demonstrated experience related to the field of human rights/ gender issues/humanitarian/ protection issues particularly with women;
  • an understanding about mandates of the armed forces and key law enforcement agencies,
  • an understanding of key provisions of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) which have an impact on the prevention and response to conflict-related sexual violence.
  • Experience in working closely with the military and/or police and/or armed groups is an added asset.
  • The Consultant must have computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
  • The Consultant must be willing to travel within the country if needs emerge.

Language

  • Fluency in spoken and written English.

Institutional arrangements

  • The consultants will be contracted for 5 Months.
  • The consultants will report to the Programme Specialist of the Peace and Community Cohesion Project, who will review and approve delivery of outputs.
  • The consultant shall provide his/her personal laptop for the assignment.

Payment Schedule

  • A fixed all inclusive monthly fee payable upon certification of the stated deliverables.

Technical proposal comprising of the following:

  • Letter of Confirmation of Interest and Availability using the template provided by UNDP
  • Personal CV or P11, indicating all prior experience with similar projects, as well as the contact details (email and telephone number) of the Candidate and three (3) professional references
  • Brief description (max. 1 page) of why you consider yourself as the most suitable for the assignment

Consultancy Evaluation Criteria
Offers received will be evaluated using a Combined Scoring method, where the qualifications and proposed methodology will be weighted 70%, and combined with the price offer, which will be weighted 30%.

NOTE: Only candidates obtaining a minimum of 70% (49 points) in the Technical Evaluation will be considered for the Financial Evaluation.

Financial evaluation (total 30 points)
All technically qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals receive points according to the following formula: p y (/z)
