Background

The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

  • Institutionalizing Public Service Innovation and Improving Accountability
  • Catalyzing Digital Financial Services and Fintech Innovations
  • Incubating Private Sector-enabled Public Service Innovation

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by MOICT and Cabinet Division.

Aspire to Innovate (a2i) Programme is looking for a National Consultant for Land Innovation who will be responsible to provide technical guidance to implement e-land services in all land service related government offices from Union to Ministry; and also support the development of mobile/electronic service delivery initiatives of the programme including planning, analyzing, simplifying, designing, developing and monitoring of the m/e-service delivery systems that has been implemented nationwide with special emphasis on Union, Upazila, District and Division level offices.

Objectives:

Consultant selected for this assignment will perform the following indicative tasks:

  • Support the development of digital land service related initiatives for government and citizen of Bangladesh
  • Support to develop Digital Record Management System and nationwide implementation.
  • Assist relevant government agencies to provide implementation support for digital land services at local and central administration
  • Ensure domain support for the development and implementation of land services
  • Arrange training/workshop/consultation programmes for implementing e-mutation, Land Information and Service Framework (LISF) and inheritance calculator.
  • Establishing regular and sustainable monitoring mechanism for digital land services.
Duties and Responsibilities

Bangladesh is a major agricultural country. Agriculture is one of the major sources of national income in this country and about two-thirds of the people live. But due to population growth, unplanned use of land, our vital resources are diminishing day by day. Therefore, it is necessary to ensure the proper use of these natural resources and optimal use of limited land through a proper well-planned policy. Currently, Aspire to Innovate (a2i) programme has single access point under land information and service framework (LISF) to operate different land systems like e-mutation, rsk-khatian system, mutated khatian system and land hotline. Some other newly developed land services like LD Tax system, Review System, Rent certificate are about to be launched shortly. It’s a huge challenge to provide technical assistance and domain knowledge support for proper implementation of land sector. To do that continuous persuasion and monitoring as well as coordination is required. It is also necessary to provide continuous support for scaling up the land sector. The Consultant will be engaged in the following activities.

The assignment will focus on the following areas and activities:

  • Coordinate with the relevant government agencies to provide implementation support for e-services at local and central administration
  • Provide domain support for the development of e-Mutation (online land ownership record mutation system) and Land Information and Service Framework (LISF).
  • Develop e-mutation, LISF and inheritance calculator.
  • Arrange capacity development programmes (trainings/workshops) for the implementation of e-mutation, LISF and inheritance calculator.
  • Provide domain support in developing and implementing other new e-Service initiatives.
  • Ensure the implementation of inheritance calculator for all religions.
  • Provide domain support for the simplification (SPS) of land services to ensure the development of executable e-services.
  • Coordinate with relevant government agencies to provide implementation support for the e-land services.
  • Monitor the progress of implementation of e-land services.
  • Domain support in developing and implementing other e-land service initiatives.

Supervision and Performance Evaluation:

The National Consultant for Land Innovation will be working with the Programme Advisor, Aspire to Innovate (a2i) Programme. The Programme Advisor will be responsible for reviewing the performance and approve the deliverables.

Timeframe and deadlines:
The assignment will be for 220 working days within 11 months.

Reporting authority:

The National Consultant for Land Innovation will closely work with the Programme Advisor, Aspire to Innovate (a2i) Programme. Therefore, the activities of the incumbent will be regularly monitored by the Programme Advisor, Aspire to Innovate (a2i) Programme.

Required Skills and Experience

Academic Qualifications:

  • Master’s in Business Administration/ Management/ Development Studies/ Public Administration/ Statistics/ Natural Science or any other relevant discipline.

 Years of experience:

  • At least 10 years’ experience in civil service;
  • At least 05 years’  working experience in field administration;
  • 02 years’ experience in e-service implementation.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks)

  • Educational qualification - 15 marks;
  • Experience  in civil service of Bangladesh and in field administration - 20 marks;
  • Experience in the  national/ international organization - 15 marks;
  • Experience in organizing different workshops, training programmes etc. - 10 marks;
  • Experience in e-service development,  implementation and deployment - 10 marks.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs, including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed
