Duties and

Responsibilities

Summary of Functions: 1. Promote and facilitates joint communication initiatives within UN Country Office in Angola assisting the Communication Working Group Chair in planning and organizing activities to promote the UN Sustainable Development Cooperation Framework.

2. Ensure the dissemination of UN information on strategic programmes and joint initiatives directed to the achievement of the 2030 Agenda for Sustainable Development and Agenda 2063.

3. Contribute to the development and promotion of key communication products that serve as tools, processes, and resources for a more integrated communications strategy.

4. Manage national media relations and act as public relations focal point in country for the UN Resident Coordinator.

5. Contribute to the management of the social media activities of the UNCT

Description of Services: 1. Promote and facilitates joint communication initiatives within UN Country Office in Angola assisting the Communication WG Chair within the UNCT-Angola Sustainable Development Cooperation Framework.

  • Provides substantive support on the implementation and monitoring of the UN joint advocacy and communication strategy, promoting the UNSDCF as the primary instrument for the planning and implementation of UN development activities in the country, in support of the implementation of the 2030 Agenda for Sustainable Development;
  • Support the promotion of advocacy and communications as a tool for a participatory approach to UNSDCF implementation and monitoring;
  • Assists with the monitoring and analysis of the media in the areas related to the UN's mandates and programs in the country, as well as other issues relevant to the UN brand and positioning;
  • Contribute to the planning and the work of the UN Communications Group throughout the stages of the UNSDCF cycle;
  • Support the annual communication plan to publicize and communicate results with a focus on the UN's development impact;
  • Liaise with communications focal points in DCO, contributing to the implementation of the key initiatives set out by the Office, including on the UNSDCF.

2. Ensure that UN information on strategic programs and joint initiatives directed to the achievement of the Agenda 2030-SDG and Africa 2063 are disseminated

  • Within joint planned actions from the UN communications group and throughout the SDGs national working group, facilitate the engagement of key traditional and non-traditional partners on the collective 2030 Agenda and the related role and impact of the UN's work in country;
  • Support the implementation of every activity of the RC and UNCT to significantly expand public outreach on the 2030 Agenda and the UN's role and impact in the country;
  • Support actions to promote public engagement on the UN's role and work in the country;
  • Develop and maintain close working relationships with the media, including editors and journalists in key national and international news outlets; develop, maintain and update media relations contact list/database;
  • Assist the elaboration of official briefing materials, talking points, speeches, statements, op-eds and presentations as necessary.

3. Develop and promotes key communication products that serve as tool, processes, and resources for a more integrated communications strategy.

  • Contribute to the preparation, drafting, and editing of articles, press releases and other public information materials and reports.
  • Support the planning and facilitates the development and implementation of a digital content strategy and guides the development of key communications and advocacy products (e.g., human-interest stories, multilingual and multimedia content, etc.).
  • Contribute to the planning and coordination of the production of graphic materials to support communication campaigns and branding activations of key UN initiatives and on the work of the UN Country Team

4. Manage media relations and act as Public Relations for the UN Resident Coordinator and the RC System.

  • Liaise with local media to ensure that all content and information from the Resident Coordinator and the UN Country Team are clear
  • Support the RC and UNCT on joint public events, such as UN Days, press conferences, missions, launching ceremonies, field visits, workshops, and global UN initiatives.
  • Contribute to the development and management of media relations, monitoring media outlets and public debate on themes related to UN mandates and programmes
  • Maintain and update media relations contact list/database;
  • Assist with the elaboration of official briefing materials, talking points, speeches, statements, and presentations as necessary.
  • Assist in translating relevant content related to UN mandate and programs from English to Portuguese;

5. Manage the social media on behalf of the RC System

  • Support the management of digital communications platforms such as the UN country team website, official UN country team social media accounts (Facebook, Instagram, Twitter, YouTube, etc.), Intranet and on-line collaboration platforms, etc.;
  • Collaborate with the UN Communications Group to develop a joint communication calendar to disseminate UN Country Teams planned activities and key initiatives:
  • Collaborate with DCO communications focal points on the planning of communication messages to support UN Global and local initiatives as well the advocacy campaigns to expand public outreach and engagement on major UN Agendas.
  • Support the implementation of communications activities of the RC and UNCT to significantly expand public outreach on the 2030 Agenda and the UN's role and impact in the country;
  • Support actions to promote public engagement on the UN's role and work in the country;
  • Perform other related duties, as required

Academic Qualifications: Advanced university degree (Master's degree or equivalent degree) in communication, journalism, international relations or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: At least 3 years working experience in the field of journalism, public relations, and media. Excellent Knowledge of sustainable development issues.

Language: Native in Portuguese and Fluent English.

Additional Information

Organizational Setting and Reporting Relationships: This consultancy position is located in the United Nations Resident Coordinator Office (RCO) in Angola. The incumbent reports directly to the RCO Team Leader and is under the overall supervision of the Resident Coordinator. This consultancy position will carry out tasks related to communication, contributing to the clear, coherent, and consistent communication of activities related to the UN's work in country, specifically initiatives of the RCO, the UN Country Team (UNCT) and the UN Development Coordination Office (DCO).
