I. ORGANISATIONAL CONTEXT

With the support from international community and many donors, UNHCR, together with its partners, implements many projects in Niger. Aimed at improving the living conditions of forcibly displaced Malians (refugees, IDPs) and host communities affected by the Mali and Nigerian crisis, the projects focuses on emergency assistance, promoting durable solutions, through targeted interventions in the area of self-reliance, peaceful coexistence and voluntary repatriation. In this context, monitoring in UNHCR measures progress and results at two levels – performance and impact – corresponding to objectives and outputs, respectively, in UNHCR’s Result Framework. As such, UNHCR uses the logical framework approach to not only monitor and evaluate its activities, but also to ensure the effectiveness and quality of results to be achieved.

A specific Monitoring Plan has been established and will be applied. Through the identification of common tools and indicators, this tool will allow the comparison of results between different situation. Field level monitoring is continuously ensured by implementing partners, notably through the monthly monitoring reports, as well as regular visits by UNHCR field monitors

II. KEY ACCOUNTABILITIES

Monitoring and Evaluation:

· Lead the implementation of the Monitoring Plan that will provide the most relevant information to assess progress towards achieving expected project results (as set out in the project proposal), while being compliant with UNHCR Monitoring requirements.

· Prepare an indicator compendium, with one explanatory sheet per indicator of the Monitoring Plan, explaining how it should be understood and measured. Review the wording of some indicators as required.

· Ensure that each SO and Field Office complies with the project monitoring requirements, including establishing baselines and targets values.

· Liaise with each operation’s Senior Programme Officer, ensuring that Monitoring work is handled according to the operation’s existing Monitoring Framework to avoid duplication of work.

· Aggregate data and fill in the Projects Monitoring Plan on outputs, outcomes and, when feasible impact of project activities, and review the quality of output and outcome data in Country reporting.

· Help overseeing the production of monitoring reports with status of results and implementation progress.

· Provide inputs to the formulation of Monitoring recommendations for project implementation and support their operationalization.

· Advise and support evidence-based decision-making on project implementation, notably through making monitoring, review and evaluation findings accessible.

· Build the Monitoring capacity of UNHCR staff and partners through design and delivery of training and information sharing.

· Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

· Contribute to technical discussions, exchange of best practices, identify opportunities for strengthening country monitoring and evaluation capacity.

· Participates to occasional programme analysis, review or evaluative processes, which are intended for internal learning, strategic and operational decision-making.

III. STANDARD MINIMUM REQUIREMENTS

Education:

· Advanced university degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields; or

· First university degree with additional years of relevant work experience and/or training/courses.

Experience:

· Minimum of two years (three with first university degree) of relevant professional experience in international development or humanitarian work.

· Minimum of one year of experience in managing monitoring and/or evaluation activities spanning a range of policies and programme initiatives.

· Experience in the development, implementation and monitoring and evaluation of programs in the humanitarian, social and economic environment of the countries of Sub-Saharan Africa, especially in the Sahel;

· Experience in training teams of Programme and Reporting staff.

· Proficiency in databases, and computer tools (spreadsheets, commonly used statistical analysis software) and information systems;

· Ability to work in a humanitarian environment with government officials, the private sector and development partners, as well as with civil society organizations and officials from decentralized territorial entities;

· Proven experience in the analysis and integration of the gender approach in the development of program monitoring and evaluation systems;

· Competence in the use of standard software applications for data analysis and processing

Language:

· Fluency (level C) in French language.

· Excellent French drafting and communication skills

· Working knowledge of a second official UN language, including English.

IV. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

**

· Strategic Management: Has in-depth knowledge of humanitarian and development actions, geo-political issues in West Africa, and applies it to enhance monitoring and evaluation functions that supports UNHCR’s project objectives. He is able to demonstrate to stakeholders the value of monitoring and evaluation for programming. Knowledge of UNHCR’s monitoring framework and standards is an asset.

· Project Management: Has strong project management cycle skills linking UNHCR’s results-based management to project’s logical framework.

· Methodology, Approaches and Analysis: Has solid knowledge of qualitative and quantitative methods and analytical approaches in order to oversee and guide others in the selection and application of those to UNHCR monitoring, review and evaluation exercises. Is able to validate data quality and ensure that data collection and analysis have been conducted ethically.

· Communication & Use: Demonstrates active listening, communication and conflict resolution skills to promote constructive engagement of stakeholders and communicate effectively key evidence.

· Flexibility: Adapts to changing circumstances and handles requests or issues as they arise.

· Ethics: Understands the specific implications of ethics in monitoring, review and evaluation activities. Demonstrates ethical behaviour at all times and is able to consistently ensure that appropriate actions are taken to safeguard ethics.

V. SUPERVISION AND COORDINATION

**

The Snr Programme Officer will supervise the incumbent following the establishment of a work plan for the duration of assignment. The staff is expected to have some level of independence and good interpersonal communication skills to work across multi-functional teams. The incumbent will be in contact with M&E focal points/ Filed staff in different Field offices and partners on a regular basis through telephone conferences and/or face-to-face meetings and events including field missions.

VI. TERMS AND CONDITIONS

· The selected candidate will be working in Niamey, requiring extensive travel in each of the 3 FO and SO covered by the Niger BO.

· The selected candidate will be hired under international consultancy contract through UNOPS
