FHI 360 is currently seeking qualified candidates for the position of ME&L Director for an anticipated USAID-funded skills development activity. The purpose of the five-year anticipated program is to provide support to Georgia to develop industry relevant human capacity that will contribute to high-value employment opportunities and increased economic competitiveness in Georgia. The mismatch between the skills of Georgia’s current workforce and the actual needs of the economy -- the skills mismatch -- is a significant driver of unemployment, underemployment, and disengagement of young adults from economic activity in Georgia and is symptomatic of limited private sector engagement in skills development. As such, the anticipated project will 1) Strengthen private sector engagement in skills development; 2) Establish long- and short-term high-quality training programs; and 3) Replicate proven training programs in areas outside of Tbilisi/rural areas.

Responsibilities:

  • Design and develop the project MEL system including establishing a learning agenda, refining indicators, setting targets for all indicators, planning of all necessary data collection and analysis.

  • Oversee and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that track tangible, measurable progress toward project results and the attainment of project objectives.

  • Support data analysis and use data to promote evidence-based programming and provide timely feedback in relation to project targets, work plan activities and objectives, and address gaps in programming.

  • Develop and adapt M&E tools to meet program needs, which may include pre- and post- tests, classroom observation tools, and baseline, midterm, and endline survey instruments.

  • Liaise with the USAID Mission on the design of M&E tools and on modifications to M&E system.

  • Liaise with and support appropriate Government ministries to ensure program activities are aligned, integrated, and owned by them.

  • Oversee one or more M&E officers and provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.

  • Contribute to collaborative, learning and adaptive approach throughout the entire project; design program learning plan, ensure that findings from all monitoring, assessment and survey activities are fed back into the project and disseminated to stakeholders and partners for continuous program adjustments.

  • Provide high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of learning agenda findings, etc.

  • Collaborate closely with counterparts from FHI 360’s HQ offices in all aspects listed above.
