Office/Unit/Project Description

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator of collective action to achieve the 2030 Agenda for Sustainable Development. Within UNDP's Global Policy Network, the Bureau for Policy and Programme Support (BPPS) leads the development of UNDP's policy and programme guidance to support the implementation of UNDP's Strategic Plan. BPPS plays a key role in strengthening strategic and policy guidance in UNDP including the coherence and quality of anti-corruption policy and programme support, which is coordinated by UNDP's Anti-Corruption for Peaceful and Inclusive Societies (ACPIS) global project.

The ACPIS global project is UNDP's main vehicle for providing policy and programme support on anti-corruption, and coordinating UNDP's anti-corruption work both internally through UNDP regional hubs and country offices and externally with other relevant partners.

UNDP's work on anti-corruption has been instrumental in advancing the transparency, accountability and integrity agendas at global, regional and country levels. The ACPIS global project contributes to the implementation of the 2030 Agenda for Sustainable Development by integrating anti-corruption solutions in service delivery sectors, strengthening institutional capacity of institutions to prevent and address corruption, leveraging technology and innovation for integrity and anti-corruption, and leading anti-corruption knowledge and global advocacy on anti-corruption.

Institutional Arrangement

The Monitoring and Reporting Specialist will work under the overall guidance and supervision of the UNDP Global Programme Advisor on Anti-Corruption and work closely with the ACPIS Programme Manager. The incumbent will also closely coordinate his/her activities with the ACPIS project team. The Monitoring and Reporting Specialist will be responsible for planning, organizing, monitoring and reporting project activities implemented at the country level that are funded by ACPIS global project. S/he will also be responsible for coordinating with ACPIS programme partners, UNDP regional hubs and country offices for programme support including organizing training events, webinars, study tours, expert meetings, and special events on anti-corruption at country, regional and global levels.

Duties and Responsibilities

Scope of Work

  • Monitor and report on project delivery, deliverables and progress of the country level initiatives and support the Global Anti-Corruption Advisor and the ACPIS Programme Manager to manage the day-to-day monitoring and reporting activities of the ACPIS project,
  • Ensure rigorous monitoring and reporting? related to the implementation of country level projects, support the ACPIS team in M&E activities. ?
  • Develop reliable monitoring and evaluation tools to measure the progress, document good practices and lessons learned.
  • Liaise with country level and regional focal points on a regular basis. Compile mid-term and annual reports from the countries and draft progress and donor reports.
  • Support the ACPIS team in strengthening global partnerships on anti-corruption, including liaising with WHO, Global Fund, the World Bank and U4 to effectively implement the 'Coalition for Accountability, Transparency and Anti-Corruption in Health' (CATCH) initiative led by UNDP, WHO, the Global Fund and the World Bank.
  • Provide inputs into ?various project-related activities such as the development of capacity building tools, methodologies, and training programmes, and the collection of best practices to share globally and regionally through existing networks.
  • Carry out research on emerging topics, and compile good practices, lessons learned and country experiences on a range of anti-corruption issues.?
  • Ensure preparation and coordination of UNDP's participation and representation at major international fora such as the International Anti-Corruption Conference (IACC), Global Community of Practice on Anti-Corruption, Conference of the States Parties to the United Nations Convention Against Corruption (UNCAC), etc.

Required Skills and Experience

Min. Academic Education

Master's Degree (or equivalent) ?in International Relations, Economics/Management, Political Science, Development Studies, Social Sciences or a related field.

Min. years of relevant Work experience

5 years of relevant work experience in the areas of governance, anti-corruption and development.

Required skills and experience

Track record in project monitoring, evaluation and reporting; Strong presentation and communication skills with the ability to adapt to different audiences; Excellent computer skills and experience using web-based applications; Proven ability to work proactively, independently and as part of a multi-sectoral team in a multi-cultural environment;

Desired additional skills and experience

  • Strong data collection and analysis skills is desirebale;
  • Ability to produce high quality research and reports is an advantage;
  • Track record in partnership building and teamwork is desirable;
  • Effective organizational, coordination and administrative skills is an advantage;
  • Experience in developing reliable monitoring and evaluation tools to measure the progress, document good practices and lessons learned is highly desirable.
  • Knowledge of and experience with UN/UNDP and its work, preferably on anti-corruption is desirable

Required Language(s) (at working level)

Fluency of written and oral English is required.

Knowledge of other UN language is desirable.
