• Design, Develop and Implement Large Scale in-House Evaluation Exercises. Plan and administer monitoring and evaluation mechanisms including the design and delivery of field-based evaluation exercises for the various sectors of FFS work (window 1 light rehabilitation, window 2 livelihoods, window 3 capacity support to municipalities and window 4 social cohesion). Design M&E systems/processes to effectively link with country goals, and ensure a hamonised system of knowledge management and KPI tracking that meets the needs of both Programme and Country office reporting;
  • Assess Monitoring/Evaluation Activity Proposals. Assess and validate evaluation/M&E activity proposals on the basis of need/effectiness to ensure adequate support to FFS programming and monitoring objectives. Engage with management and project staff as necessary to ensure findings are well positioned within management and programming decisions;
  • Oversee Project Execution (M&E). Ensure implementation of evaluation activities are consistant with FFS M&E SOPs, particularly in relation to the field monitoring, reporting and impact assessment. Provide a Quality Control function to evaluation processes, methodologies and data management insuring a high degree of integrity and scientic rigour and provide technical/data management oversight to non-evaluation monitoring from time-to-time.
  • Design and implementation of sector-specific evaluation exercises in all areas of operatio;
  • Design, develop and implement detailed proposals and operational plans for field-based evaluation exercises;
  • Design and develop solid, well-founded methodologies in-line with best international practices to define parameters for evaluation exercises inclusive of adequate sample sizes, limitations, scope and objectives etc;
  • Prepare, analyse and quality-control raw data collected from field exercises to support evaluations,inclusive of selecting and administering technologies/applications etc. appropriate to the data collection requirements;
  • Draft questionnaires, surveys, interview material etc. as necessary to support field-based evaluation exercises;
  • Pilot evaluation exercises, analyse findings, review/refine approaches as necessary;
  • Refine and review results, quality check findings and draft presentations of related analysis for both internal and external audiences;
  • Deliver presentations of findings to management, programme staff and others as necessary;
  • Undertake extensive field visits to FFS areas of operation as necessary to prepare, pilot and oversee implementation of evaluation exercises.
  • Oversee the daily activities of field teams in preparing for and piloting planned evaluation exercises;
  • Oversee the data collection methodologies, supervise evaluation exercises in the field once underway;
  • Train and capacity build field teams in relation to applied technologies to support evaluations (use of applications, tablets etc.), principals of confidentiality vis-à-vis data management, conduct and communications, data collection methodologies, etc;
  • Regularly lialise with and support field based team in relation to their concerns, observations, safety and comfort levels etc. while working in the field.
  • Design sectoral M&E initiatves to support FFS and country programme goals (in particular M&E Goals), and assess proposed monitoring/evaluation activities on the basis of methodological rigour, applicability to stabilization objectives and coherence;
  • Advise the wider M&E team on technical tools and instruments relating to data collection, analysis and management tools and methodologies etc;
  • Train and capcity build field-based teams on IT solutions for data collection, use of tools and applications in the field, data management and data integrity;
  • Support third-party monitors with data collection processes as requested.

  • Willing to undertake other assignments as provided by the Head of the Facility.
  • Masters degree in Information Technology, Computer Science/Data Analysis or related field. OR; Bachelor’s degree in Information Technology, Computer Science/Data Analysis or related field with an additional two years of relevant experience will be accepted in lieu of Masters.
  • Minimum two years of relevant experience;
  • Solid knowledge of designing field-based evaluation exercises, experience in people management and familiarity with managing large data-sets to the assignment;
  • Past experience of working with information technology designed for use in field settings. Competency in using/applying a variety of data orientated software, tools and instruments including specifically designed applications and technologies to support data and numerical analysis;
  • Past experience in conducting field-based evaluations and working with data collection, monitoring and data analysis;
  • At least one year or relevant experience working with national or international development organization is a must;
  • Proven ability to lead field-based evaluation exercises, strong previous experience in managing and analyzing data, using and/or designing information technology solutions to support data gathering in the field;
  • Excellent proficiency in Microsoft Excel and other Microsoft Office applications;
  • Strong communications skills, ability to work well in a team environment.
  • Fluency in English and Arabic is a must.
