In light of the COVID-19 emergency situation and in order to support the Intensive Care Unit (ICU) project, where UNOPS is establishing a five bed ICU facility for the international NGO, diplomatic and UN community (target audience), we are looking for a qualified medical practitioner to provide clinical overwatch of the turnkey medical solution provider operating the facility. The medical advisor will provide critical feedback to the Project Manager to ensure the ICU facility is delivering the medical cover required both legally and operationally.
Currently, there are no specific ICU facilities for the target audience in Afghanistan who require intensive care. The 5-bed ICU is being built to encourage the target audience community to ‘stay and deliver’. To address this issue an ICU facility will be established, and a medical doctor is needed to provide clinical overwatch and quality assurance of the facility on behalf of UNOPS.
The project is currently a twelve-month long project with the potential to extend beyond this timeframe should the Covid-19 pandemic still be prevalent and future funding available. Funding is currently available to hire the Medical Advisor for ten months.
The ICU facility infrastructure, equipment and staffing will be provided by an international medical turnkey provider. The UNOPS project team will consist of a Project Manager, a Medical Doctor acting as an advisor, a Project Support Associate, and a Logistics Associate.
** Functional Responsibilities
Summary of Key Functions
To provide project overwatch from a medical perspective to provide quality assurance and legal cover to UNOPS.
The Medical Doctor will report directly to the Project Manager.
The role of the Medical Doctor is primarily advisory. They may be called to manage the project team while the Project Manager is on leave.
Specific Responsibilities
Work closely with the Project Manager and project team to support the establishment and operations of the project office.
Report to the Project Manager as outlined in the project communications management approach.
Provide clinical governance in terms of health quality and patient safety standards.
Providing technical support in developing minimum safety standards for healthcare in the center
Provide overall coordination on technical advisory services on policies and strategies relating to healthcare through policy and situation analysis and the development and/or dissemination of frameworks and guidelines.
Lead and expand UNOPS leadership in the areas of general healthcare (e.g. outbreak investigation, verification, risk assessment and rapid public health response in the event of a public health emergency of potential concern, etc.).
Foster collaboration and coordinate efforts with international partners and donor agencies to mobilize resources and facilitate effective utilization of resources for projects and new initiatives.
Coordinate and lead capacity building initiatives related to implementation of related international standards and norms in the field of healthcare
Provide quality assurance to UNOPS that the turnkey medical solution provider is providing the correct standards of medical cover to the target audience.
Ensure the specified legal guidelines are being followed to negate medical liability for UNOPS.
Ensure standardized medical procedures and policies are in place such as clinical pathways and transparent management of clinical cases.
Assess the specific quality of turnkey staffing, medicines, equipment and care.
Provide technical evaluation during proposal development, technical reviews and project reports and contribute to improve quality of project documents as needed.
Provide advice and recommendation on ICU operations, maintenance, and its comprehensive utilization of the facility.
Provide advice and recommendation on technical, logistical, and human resources of the ICU facility healthcare.
Provide advice on key challenges and risks relevant to the project.
Prepare an exit assessment outlining the objective achieved in the project in the area of expertise.
Collaborates with field teams, partner agencies to include WHO and Ministry of Public Health authorities for outbreak preparedness and contingency planning
Must maintain professional links with the different medical services of the United Nations system in Afghanistan for better coordination and a standardization of medical support.
Be prepared to cover the Project Manager position if the PM is on leave.
Clinical Duties:
Maintain oversight of ICU patients during the operation of the ICU..
Evaluate and assist the turnkey medical solution provider in making timely decisions for medical evacuation outside Afghanistan as the need arises.
Organizes/Participates in addressing work environment and occupational health issues.
Ensures appropriate training programs to all staff are implemented in order to maintain and develop the medical capabilities.
Supports day-to-day operations of the ICU.
Ensure close administrative and clinical collaboration between the ICU and the Joint Medical Services and reports details of all cases involving UN personnel to the JMS Chief Medical Officer.
Perform other related duties, as necessary.
** Education/Experience/Language requirements
a. Education
An advanced university degree (Master’s Degree or equivalent) in Medical Sciences with five years of relevant experience is required; OR
A first level university degree (Bachelor’s Degree or equivalent) in Medical Sciences with seven years of relevant experience is required.
Residency training in the field of Internal Medicine. A subspecialty training in the field of Cardiology, Anesthesiology, Diabetology is an asset.
Basic Life Support (BLS) and Advanced Cardio-vascular Life Support (ACLS) Certificates.
Current unrestricted medical license in the home country. Certificate must be provided.
b. Experience
7 (seven) years (or more based on academic credentials) of progressive experience in clinical management and specialized in the field of Internal Medicine or anesthesiology/critical care medicine in any country.
Experienced in clinical management of critically ill patients with supervision of hospital/clinic/intensive care unit.
Experience in developing written critical care protocols for the management of illnesses and injuries.
c. Desirable
Previous Experience in planning, coordinating, implementing, and managing emergency response operations and/or the management of epidemic/pandemic-prone diseases, outbreaks, or relevant humanitarian response.
Experience in hospital administration.
d. Language requirements
Fluency in both written and spoken English is required.
