Background

In 2009, International Medical Corps (IMC) established Health and MHPSS programs for vulnerable Palestinians-including capacity building for service providers and integrating mental health into primary health care services. IMC worked directly with the primary health care system to improve mental health service as well as sensitize the community while improving existing support networks for vulnerable groups. In the aftermath of the 2014 war, IMC implemented emergency response activities in 26 access-restricted areas. Activities included structured PSS activities for children; and capacity-building of community-based organization (CBO) staff on delivering Psychological First Aid (PFA), PSS services, and child protection. Building on previous experience, IMC currently implements a Health intervention in Gaza to help fill some of the existing gaps.

Job Purpose

The MEAL officer, will be responsible for all data collection and collation for IMC’s Health Programs in Gaza. She/he is in regular contact with field staff to monitor the collection of data and ensure accuracy and timeliness. The MEAL Officer will work closely with International Medical Corps staff at headquarters to ensure highest quality standards are established and adhered to throughout the program cycle.

Data Collection, Entry and Storage

  • Responsible for all data collection and collation for IMC’s Health Programs in Gaza.
  • Regular contact with field staff to monitor the collection of data and ensure accuracy and timeliness.
  • Contribute to donor reports in coordination with Programs’ Team
  • Ensure that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a timely manner.
  • As required, coordinate closely with Third party monitors to monitor and assess the quality of services provided by each facility.
  • Responsible for overall M&E and learning needs of the project and will come up with findings based on real data to show performance of the projects.
  • Liaise with facilities and partners focal points to ensure regular and timely information flow
  • Share and discuss M&E findings and compiled data with relevant program staff to inform program activities.
  • Coordinate with program staff and/or external consultants, participate in the implementation of surveys or studies and analyze results to inform project design and program implementation.
  • Ensure feedback is received regularly from the field offices through various channels (What’s app, Emails, Hotline, Feedback Forms) and are entered promptly into the database
  • Ensure hard copies of the Feedback forms are archived to allow for data verification at a later point
  • Ensure information submitted by beneficiaries by phone or email are entered promptly into the database
  • Work with partners to ensure the questionnaires are delivered to IMC Gaza office with high degrees of regularity
  • Travel to field offices to ensure the data collection process is coherent and follows the same methodology
  • Build capacity of respective field staff – Conduct training sessions for staff on the Feedback & Complaint mechanism
  • Provide the supervisor with up-dates on progress of data entry
  • Ensure coherence, investigate missing data and report issues of concern to supervisor

Data Analysis

  • Review, process and analyse entered data and identify significant issues of concern.
  • Refer complaints and feedback to assigned focal points (by sector) and ensure proper follow up.
  • Provide overviews over trends in number of complaints submitted

Community Engagement and Outreach

  • Ensure high levels of inclusion of beneficiaries’ views in the way data is collected and processed
  • Organize focus group discussions with beneficiaries to outline feed-back mechanisms and incorporate responses into revisions of the mechanisms

Other duties

  • Support new business development
  • Adhere to organisational standards and policies and IMC’s Code of Conduct
  • Any other tasks as assigned by the supervisor

Qualifications:

  • Degree in Social Work/Social Sciences or equivalent
  • At least two years of applied experience in designing, implementing, and overseeing MEAL tasks with humanitarian organizations.
  • Familiarly with MEAL requirements for all major donors (OFDA, BPRM, DfID, UN, etc.).
  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices, and ability to respect and maintain confidentiality.
  • Demonstrated competency in database design preferably DHIS2 and other tools for information management.
  • Fluency in written and spoken Arabic and English is essential
  • Ability to work in a systematic and organized manner
  • Ability to prioritize competing demands
  • Familiarity to work for NGOs in the Gaza context is highly desirable
  • Training development and facilitation skills desirable
  • Strong empathy skills and genuine care and respect for needs of vulnerable populations
  • Commitment to humanitarian principles and values
  • Competent in MS Excel, word processing, Power Point and experience using the statistical package EPI-Info7, SPSS, and/or STATA; experience with m-health solutions and knowledge of Health Information Systems such as DHIS2 an asset.
  • Possess the skills in qualitative data analysis software such as MaxQDA, NVivo, Atlas.ti.
  • Possess the skills in mobile data collection software such as Ona, KoboToolBox.
