Under the overall guidance, and the direct supervision, of the Deputy Team Leader of Inclusive Growth the incumbent takes the lead responsibility for the implementation of Monitoring and Evaluation activities of Markets for Change Project including knowledge management & sharing with stakeholders at all levels

The Monitoring and Evaluation Officer also provides support to the project team to ensure that project activities are implemented as planned and assist where possible by providing direct inputs into planning and execution of key activities at the Project sites.

The Monitoring and Evaluation Officer works closely with other project support staff, other staff of Inclusive Growth team and other thematic units, Joint Operations Centre, relevant staff at the Country Presence Office Pacific Centre, Un Women Markets for Change Team, UNDP HQs staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful Project implementation.

 

Lead the Project team with Monitoring and Evaluation activities, focusing on achievement of the following results:

  • Development and strengthening of monitoring, inspection and evaluation procedures of the Project 
  • Monitor all project activities, expenditures and progress towards achieving the project output
  • Develop monitoring and impact indicators for the project in consultation with UN Women to ensure that that the M&E system in place is capturing the results as well the sustainability of the project's results
  • Carrying out the surveys in the targeted markets (including in Vanuatu and Solomon Islands and in coordination with joint presence office staff), to measure the progress of trained participants in relation to the Output and Outcome indicators in the Monitoring and Evaluation Framework, as well as new indicators which have emerged as a recommendation of the Mid-Term Review.
  • Carrying out surveys to determine skills and needs gaps for the participants so that the most appropriate types of trainings can be offered at the Market Business Fairs.
  • Conduct interviews with participants to collect evidence of impacts and outcomes of the Project as per the M&E framework and agreed indicators.
  • Update existing and new data into the Project database and make these data and the analysis available to the Project team members when needed.
  • Collaborate closely with UN Women M&E team in carrying out the surveys, data collection, data collation and reporting

Assist the Project team with implementation of the Project, achieving the following results:

  • Coordination with the Project stakeholders and joint presence office staff (in Vanuatu and Solomon Islands) to organize the Market Business Fairs and other training activities.
  • Provide on the ground support at the Project events such as trainings to coordinate logistics and administration work such as participant registration and event documentation as required. 
  • Ensure that payments related to the Project events such as trainings are made correctly and necessary receipts are collected and documents are prepared for acquittals.

Coordinate the Project finance management and reporting, focusing on achievement of the following results:

  • Preparation of budgets including for Project events, annual workplans and budget revisions.
  • Preparation of FACE forms for all targeted countries including preparation of FACE forms and memos to explain deviation from approved budgets and application for funds per the Contribution Agreement;
  • Passing of necessary journal entries to align expenditure with budgets;
  • Preparation of six-monthly and annual report inputs to UN Women as part of UN Women reporting to the donor
  • Update of Atlas results requirements as and when required.

Education:

  • University Degree or equivalent in Project Monitoring and Evaluation, Project and/or Financial Management, Social Sciences or related field.

Experience:

  • At least 7 years of work experience in design and implementation of M&E in development projects implemented by national/international NGOs/UN bodies/ Government.
  • •Experience in designing tools and strategies for data collection, analysis and production of reports; 
  • •Proven ICT skills, especially in the use of database software; 
  • •Expertise in analyzing data using statistical software;
  • •Strong training & facilitation skills.

Language Requirements:

  • Fluency in English and national language of the duty station.
