  • Contributes significantly to Sub-Recipient (SR) selection and hiring processes through the drafting of SR terms of reference, review and negotiation of SR proposals, value for money assessments, in liaison with the Procurement team.
  • Help ensure the timely issuance of SR agreements and amendments to SR agreements, in compliance with UNDP rules and regulations, in liaison with the Procurement team
  • Support the development, implementation and monitoring of detailed workplans, performance frameworks, budgets and for each Sub-Recipient involved in grant implementation.
  • Lead on the review of SR narrative reports; help ensure the timely issuance of SR Management Letters
  • Contributes significantly to PR-SR grant performance review meetings through the drafting of the agenda
  • Support the identification of poor performance at SR level, the formulation of appropriate management actions and ensure their timely execution
  • Review SR requests for reprogramming of resources and make informed recommendations to the Programme Coordinator, in compliance with UNDP’s rules and regulations as well as Global Fund guidelines
  • Contribute significantly to SR capacity assessment exercises, including planning, facilitation, documentation and communication of findings, in collaboration with Procurement and Finance teams
  • Help ensure the timely implementation of SR capacity development plans
  • Lead on the Programme and M&E components of SR capacity development workshops or other training opportunities organized by UNDP in its capacity as PR
  • Contributes significantly to SR audits, including planning, management responses; help ensure the timely execution of audit recommendations in UNDP’s corporate audit systems
  • Help ensure that Ministry of Health Disease Programmes lead on the coordination and programmatic oversight over NGO SRs
  • Develop, implement and report on UNDP Monitoring & Evaluation (M&E) Plan, mainstreaming gender, and ensuring consistency with national M&E frameworks
  • Lead on the planning, execution and documentation of UNDP’s M&E visits including joint UNDP-Ministry of Health/INLS supervision visits as well as visits to NGO SRs; ensure that visit recommendations are followed-up
  • Strengthen and/or enforce existing M&E systems, databases, processes within the PMU; ensure the systematic use of UNDP corporate tools for Global Fund grant monitoring
  • Lead on the development of the programmatic component of UNDP’s Progress Update and Disbursement Requests (PUDRs)
  • Address queries raised by the Global Fund Local Fund Agent which relate to data quality and/or programmatic performance
  • Support the planning of and address the recommendations from LFA programmatic spot-check visits
  • Ensure that the programmatic component of Global Fund Performance Letters is addressed
  • Supports the design and negotiation of the programmatic component of Funding Requests including Narrative, Performance Framework, Implementation arrangements
  • Support the Programme Coordinator in strategic engagement with the Country Co-ordination Mechanism (CCM) : preparation and delivery of presentations on grant performance; provision of clarifications on bottlenecks; justification of requests for reprogramming
  • Contribute significantly to the design and production of gender sensitive digital communication products aimed at disseminating information on positive performance and lessons learned.
  • Support the Programme Coordinator in ensuring timely and quality contributions to the UNDP ATLAS project management module,  the UNDP Results-Oriented Annual Reporting (ROAR), the Transparency Dashboard and the Project Quality Assurance system.
  • Prepare and update the UNDP/Global Fund Project risk log, issue log, lessons learned in ATLAS
  • Prepare consolidated progress reports for Project management purposes, including project quarterly and annual progress reports, capturing qualitative and quantitative aspects according to the annual work plans
  • Line manage a team of three, including one (1) M&E Specialist, one (1) M&E Associate and one (1) M&E Assistant; ensure that annual performance as well as professional development objectives are set and monitored 
  • In close collaboration with the Ministry of Health (MoH) Disease Programmes, actively contribute public health expertise to improving the availability and quality of data at all levels of the health system
  • Establish and nurture functional partnerships with the Epidemiological Surveillance departments within MoH Disease Programmes as well as the MoH Departments for Studies and Statistics and Information Technology (GEPE, GTI)
  • Help the Disease Programmes identify and address bottlenecks in data availability and quality through practical, cost-effective, sustainable solutions
  • Help ensure the quality of data reported to the Global Fund through the promotion and execution of data quality review meetings at provincial and central levels
  • Ensures the timely implementation of the activities planned under the Resilient and Sustainable Systems for Health (RSSH) components of the Grant, in collaboration with the Ministry of Health 
  • Lead on ensuring the quality of data reported by UNDP’s NGO’s SRs, through streamlined reporting through the Community Health Information system and their integration into the national health information system
  • Source relevant technical assistance through the drafting of terms of reference, review and validation of Consultant proposals
  • Co-represent UNDP in national M&E forums such as the National HIV M&E Working Group
  • Co-represent UNDP vis-à-vis multilateral and bilateral partners (UNAIDS, WHO, UNICEF, UNFPA, PEPFAR, USAID) on national data reporting issues 
  • Contribute public health and M&E expertise to national reporting exercises for international use (World Malaria Report, World TB Report, UNAIDS Global AIDS Monitoring)

  • Minimum 7 years of relevant experience in public health and related fields
  • Experience in health programme management at Governmental or non-Governmental levels
  • Strong programme M&E experience including developing and improving data collection systems, tools and processes
  • Experience in knowledge transfer and capacity development interventions through consultancy services or training workshops
  • Familiarity with health information software and platforms (DHIS 2) 
  • Global Fund grant management experience
  • Fluency in English, both oral and written
  • Fluency in Portuguese or Spanish
