JOB DESCRIPTION :

To monitor & mentor logistical staffs of the programmes in conformity with HI’s internal framework and any regulations imposed by institutional donors, and to guarantee on-going logistical assistance for the activities developed.

Task 1: Contribute to Logistics capacity

  1. Contribute to the deployment and the capacity building related to Logistics standards
    • Accompany & monitor the deployment of the logistics standards to programmes
    • Act as a mentor for Logistics managers
    • Animate trainings (Headquarter & programmes)
    • Analyze that the skills expected of the Logistics Manager are adequate to the defined responsibilities
  2. Contribute to dissemination of donor compliance rules
  3. Contribute to the development of the professional channel
    • Contribute to the continuous improvement of the standards
    • Animate a community of practice
    • Contribute to recruiting Logistics managers
  4. Contribute to build capacity in terms of emergency response & emergency preparedness
  5. Contribute to improve specific thematic on specific logistics transversal topics (Supply Chain & Facility management, operational activities, etc.)

Task 2: Assist programmes in issues resolution

  1. Implement the SLA in its perimeter of action
  2. Ensure regular communication with Logistics Managers/Country Managers
  3. On an ad-hoc basis or specific situation as emergency opening, facilitate issue resolution, resource identification and direct support
    • Provide direct support to issue resolution
    • When gap of resources, ensure direct support on proposal writing
    • Provide assistance when closing a programme
  4. Contribute to the logistics strategy elaboration for the programmes
  5. Ensure briefings and debriefings of key positions staff
  6. Ensure a link with Geographical Division
    • Ensure appropriate share of information, clarity of roles and responsibilities and alert the Geographical Director if needed
    • Participate to regular or ad hoc information and coordination meetings

Task 3 : Monitor the accountability of HI in the programmes

  1. Provide resource optimization reports by analyzing relevant dashboards of the programmes
    • Follow up on supply monitoring tool
    • Follow up on equipment & stock monitoring tool
    • Follow up on vehicle monitoring tool
  2. Collect the performance indicators and provide analysis to the programmes
  3. Analyze Logistics risk per program (fraud, theft / embezzlement, corruption, non-compliance, favoritism, accidents)
  4. Alert the Logistics Director or other relevant services in case of divergences and recommend actions to be taken
  5. Ensure a adequate control mechanism of the programmes on purchase management
    • Conduct logistics audit/quality control on programmes when required
    • Ensure documentary check including screening of suppliers

Education background:
Graduate degree in logistics/ supply chain

Professional experience:
Experience in programme logistics management
Proven experience in change management
Experience in providing training

CONDITIONS :

• Starting date: 15 December 2020
• Length of the contract: 4,5 months
