Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

The International Organization for Migration (IOM) the UN Migration Agency, occupies the leading role in supporting Member States in migration management. In Djibouti, IOM implements programmes of assistance to vulnerable migrants, capacity building of governmental institutions and strengthening the link between migration and development.

In the framework of the Migrants Protection portfolio, IOM is implementing with the support of the European Union, an EU Emergency Trust Fund (EUTF) project to support government in managing migration focusing on promoting health among transit migrants in Djibouti; child protection as well as capacity building of governmental counterpart in charge of migration. Specifically, IOM will implement a range of activities to help vulnerable migrants, namely; (1) support to national authorities to better manage the health needs of migrants; (2) capacity building of government health structures to improve the provision of migrant-friendly health care services; (3) support the government and civil society to help the most vulnerable children (including unaccompanied migrant children); (4) capacity building of governmental institution to manage migration.

Under the overall supervision of the Chief of Mission and the direct supervision of the MRC (Migration Response Center) Manager, the Livelihood Officer will provide necessary support in the implementation of the EUTF project.

Core Functions / Responsibilities:

  1. Assess, in coordination with the partners concerned, the needs in terms of income-generating activities and develop project proposals benefiting migrants, refugees and host populations.

  2. Assist the Project Manager to elaborate a methodology and specific tools concerning the implementation of identified livelihood projects in coordination with concerned colleagues.

  3. Participate in the selection process of relevant projects for Djiboutian migrants, asylum seekers and refugees including for the production of relevant identification documents.

  4. In coordination with the Programme Manager lead on the implementation of the identified livelihood projects in coordination with partners involved and according to an established schedule.

  5. Develop a system to regularly monitor projects and compile lessons learned during project implementation.

  6. Prepare purchase requests, payment requests and carry out the financial follow-up of the activities of the beneficiaries in collaboration with the concerned colleagues while adhering to the rules, regulations and administrative procedures.

  7. Prepare and participate in meetings with relevant stakeholders (government, UN, civil society).

  8. Submit activity reports in accordance with the formats requested and in a timely manner.

  9. Prepare regular updates, minutes of meetings, terms of reference, and other documents related to the implementation of the project.

  10. Ensure data confidentiality for all programmer data and information related to the project.

  11. Contribute to the visibility of the programme activities according to the donor's guidelines.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in an international, non-profit environment;

• Experience in working in UN agencies preferably with a focus on humanitarian intervention and/or economic empowerment projects will be considered as an asset;

• Experience with working as part of a multi-cultural team;

• Experience of using own initiative and problem-solving attitude.

Skills

• Knowledge of migration flows in Djibouti and the institutional context of Djibouti;

• Knowledge on East and Horn of Africa is an advantage;

• Ability to manage a varied workload and prioritize tasks, work under pressure and meet deadlines;

• Very strong computer skills in Microsoft Office especially Excel, Word and Outlook.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in French and English is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
