Work LocationGeneva Expected duration8 months Duties and ResponsibilitiesThe contractor will provide specialized drafting assistance for a project on the Islamic State of Iraq and the Levant's (ISIL) system of detention, which is being implemented within the scope of the International Impartial and Independent Mechanism (IIIM) to assist in the investigation and prosecution of persons responsible for the most serious crimes under international law committed in the Syrian Arab Republic since March 2011, strategic lines of inquiry on ISIL crimes. The project’s success is critical to IIIM’s vision statement to be recognized by victims/survivors of core international crimes committed in Syria as a crucial entity supporting current and future accountability efforts. The project involves, inter alia, data mapping; field/remote investigation; analysis of thousands of pieces of data; engagement with over fifty potential information providers, potential witnesses, intermediaries, and other sources for investigative purposes; continued integration of IIIM’s thematic strategies; engagement with jurisdictional partners; and extensive report drafting and other forms of analysis. The project will support competent jurisdictions investigating and prosecuting crimes by ISIL members in Syria since March 2011 through collection and sharing of materials, including analysis generated through the project, and the provision of expertise. The contractor is required to draft the final legal-analytical report for the project. This position, which is within the Investigation and Analysis Section (IAS) of the IIIM, will report to the Legal Officer responsible for the ISIL line of inquiry and involve close collaboration with other members of the ISIL line of inquiry team, other staff in IAS, and the Office of the Assistant Secretary General. The duties and responsibilities will include: • Reviewing extensive documentation from the IIIM’s central repository, completed factual analyses and synthesizing these materials into factual findings and legal analysis; • Ensuring adherence to applicable legal frameworks and international criminal law standards; • Producing drafts of the report and implementing feedback; and • Assisting with finalization and preparation of a shareable version of the report. A minimum of seven years of legal experience including at least five years’ experience of legal drafting in relation to international criminal accountability is required Proven experience and expertise in drafting complex legal materials related to international criminal accountability is required. Experience in conducting extensive research and analysis in international criminal cases is required.
